Welcome and Call to Order
Judge Quinn-Brintnall called the meeting to order. Judge Spector joined the meeting following the approval of the minutes.
 
Approval of Minutes
Judge Quinn-Brintnall asked if there were any changes to the August 17, 2010 minutes. There were none.
 
Judge Krese moved to approve the minutes as written, and Ms. Bell seconded the motion. The motion passed unanimously.
Measure Assessment
 
Ms. Appel provided a brief overview of the Clearance Rate and Time to Resolution Measure; the measure tests conducted at Cowlitz, Jefferson, and Thurston County Superior Courts; and the staff assessment of the measure. (These materials had been provided to the Committee for review and feedback prior to the meeting.) The Committee discussed the Clearance Rate and decided to keep the standard at 99%. The Committee discussed the importance of providing detailed explanations of any anomalies in a court’s caseload statistics that might adversely affect their ability to meet the measure’s standards.
 
Judge Quinn-Brintnall moved that the measure be recommended to the Board for Judicial Administration for adoption, and Judge Rietschel seconded the motion. The motion passed unanimously.
 
Next Meeting
Judge Spector reminded the Committee that as there is limited AOC staff availability during the legislative session, there will no meetings until after the session concludes at the end of April. Staff will work with Mr. Ponzoha to discuss the availability and appropriateness of caseload statistics that would make the Clearance Rate and Time to Resolution Measure applicable to the Court of Appeals.
 
Note: This meeting was conducted using the online conference call tool (eCCL). Some connectivity issues remain to be ironed out, but in general committee members participated successfully. Due to a limited budget, it is likely that the Best Practices Committee will conduct future meetings online using this tool.
