Board Minutes: The draft January 9, 2006 minutes were approved. Chair Report: Judge Hogan announced that she is in possession of the second draft of the annual report to the Supreme Court. She will review and then circulate to Board members. Judge Hogan also stated that she will send a letter to the Chief Justice of the Supreme Court requesting a replacement for Commissioner Scott Collier on the Guardian Board. Vice Chair Report: Nothing to report. Board Business: With Judge Hogan’s permission, Shirley Bondon commented that the background check currently performed by the Washington State Patrol for the Guardian Program checks for criminal arrests in Washington State only. The Board may want to consider a federal check, to afford greater protection of incapacitated persons. Requiring a federal check would result in a $24 fee increase which is passed on to the applicant for certification. The current check takes approximately 6-8 weeks. The Board does not want the processing time to increase or delay the application process. This discussion was tabled until the March 13, 2006 meeting to give Shirley time to find out how long it will take to obtain the results of a federal background check.
Committee Reports: Budget Committee - Commissioner Aronow inquired about the funding level available for a Board Retreat. Shirley Bondon explained there are sufficient funds for a Board retreat. Education Committee - Mike Longyear said he talked with Roxanne Mennes from the King County Bar Association (KCBA) regarding speakers for the 2006 Mandatory training to be held March 30 and 31, 2006, in Seattle. Plans for the training are progressing Ethics Committee – Self nomination of guardians will be voted on during the March meeting. The committee is still looking at the issue of records retention, pre appointment and management of low-asset cases. SOP Committee - Reported that there were six cases reviewed on February 8, 2006, including the first case for 2006. Lynne Alfasso will request the appointment of a new Review Panel. Public Information Committee - Tom O’Brien remarked that guardians cannot post anything to the guardian list serve. Judge Hogan asked Tom to discuss this with Shirley as it is the AOC’s list serve Old Business – The Supreme Court did not get to vote on the changes to GR 23. This issue was held over for the March 2, 2006 en banc. New Business – Commissioner Aronow stated that a Retreat Committee will be needed to develop an agenda for the June Retreat.
