Karlynn Haberly Michael Longyear Tom O’Brien Lori Petersen Jerry Reilly Members Commissioner Scott Collier Absent: Hank Hibbard Tom O’Brien Lori Petersen Jerry Reilly Staff: Gil Austin Sylvia Nelson Call to Order: Judge Hogan called the meeting to order and introduced Suzanne Thompson Wininger as the new Board member from DSHS. More formal introductions will be conducted at the November face-to-face meeting. Board Minutes: A revision was made by Commissioner Aronow and Gil Austin to the September minutes, clarifying the section on page two referring to Brandi Finney by adding “until information is provided that indicates she can be bonded.” A motion and second were made to approve the revised draft Chair Report: GR 23 - Judge Hogan reported that the Board’s suggested revisions to GR 23 had been sent to the Supreme Court. New Superior Court Nominees - Judge Hogan brought the Board up to date on the interest expressed by two judicial officers to serve on the Board and as discussed at the Retreat. Commissioner Kim Prochnau (King County) and Judge Chris Wickham (Thurston County) have both expressed an interest to serve on the Board, and both with substantial experience in Title 11 matters. A letter will be sent to the Supreme Court with the Board’s recommendation to appoint both. NOTE: Since the meeting, Ms. York from the ARC community and both judicial officers were appointed by Chief Justice Alexander. Public Guardianship - Judge Hogan reported that the judicial officers responding to the survey reflected a perceived for a public guardianship. However, the judges are not able to gather the needed data to determine the need quantitatively. Judge Hogan will advise Peter Greenfield at the WSBA. Mike Longyear reported that the WSBA Elder Law Section will propose a bill to the WSBA Legislative Committee on the public guardianship issue. Vice Chair Report: Commissioner Aronow reported that the September 29th and 30th mandatory initial certification training went very well. The Advanced Training held on September 30th also went well. A big thank you to Mike Longyear and Hank Hibbard, co-chairs of the Education Committee for all of their hard work with the KCBA contract provider. Old Business: New Guardian Application - Ray Dingfield asked if there were any further changes to the proposed/revised CPG application. The application for individual CPGs will need to be reviewed by the Rules Committee in light of the Public Disclosure Act and requests for release of information for public records. The agency application may need to be revised as well. John Jardine referenced four topics that the Ethics Committee will be reporting on at the November meeting. Materials for Board members to review will be sent out as soon as received at AOC. The proposal for the distribution of CEU credits was set over to the November meeting.
