Meeting Minutes April 10, 2006 Telephone Conference Chair: Judge Vicki Hogan Vice-Chair: Comm. Karlynn Haberly Lori Petersen Jerry Reilly Winsor Schmidt Staff: Lynne Alfasso (Excused) Shirley Bondon Sylvia Nelson Call to Order: Judge Hogan called the meeting to order. Board Minutes: The draft March 13, 2006 minutes were approved. Chair Report: - Judge Hogan announced that the Supreme Court declined to adopt proposed changes to the GR 23 education requirements. Judge Hogan plans to submit a request of reconsideration. Judge Hogan reported that Commissioner Scott Collier’s term on the Board ends September 30, 2006. The Supreme Court removed him at their April meeting due to unexcused absences. Letter of interest for a replacement are being solicited from judicial officers. Other terms expiring September 2006 include Judge M. Karlynn Haberly, Tom O’Brien, Lori Petersen, Jerry Reilly, and Professor Winsor Schmidt.
Vice Chair Report: - Nothing to report. Board Business Committee Reports Budget Committee - Commissioner Aronow explained that the $20,000 carried over from the previous year will not happen in this manner next year. Members should contact Shirley Bondon with suggestions for how to spend funds in the 2006 Fiscal year budget. Application/Certification Committee - Ray Dingfield asked how many applications had been received at AOC since the mandatory training. Shirley Bondon responded that approximately eight applications had been received. Suzanne Thompson Wininger joined the Application/Certification Committee. Suzanne and Robin Balsam agreed to e-mail to Shirley Bondon the language the two of them agreed upon to address the issue of findings of abuse against vulnerable adults or children.
Education Committee - Mike Longyear said the King County Bar Association’s (KCBA) 2006 Mandatory Training that was held March 30 and 31, 2006, in Seattle had 65 participants and went very well. Judge Hogan said that three judges and one commissioner from Pierce County attended. Hank Hibbard stated that the hypotheticals need to be more complex. The next training is scheduled for September 28 and 29, 2006. It was suggested that the Board consider hiring a professional editor to go through the Guardian Manual.
SOP Committee - There will be a phone conference of the SOPC Wednesday, April 19, 2006, 8 a.m. Public Information Committee - Mike Longyear wrote an article for the Bar Association. Budget Committee – Judge Hogan requested suggestions for use of FY 06 budget funds. She stated that Shirley Bondon had requested that her computer be updated and that her request had been approved. Hank Hibbard asked that consideration be given to replacing Sylvia Nelson’s computer. Mike Longyear suggested contracting with a professional editor to edit the Guardian Training Manual. Ethics Advisory Opinion Committee – The committee has several ethics advisory opinions in process. Judge Hogan asked that Shirley Bondon distribute to the Board, the approved opinion (2005-001) addressing self-nomination.
Old Business – Retreat topics are being prioritized. The retreat will be held June 9 & 10, 2006. There will be a meeting Friday from 7:00 - 9:00 p.m. and then from 8:00 a.m. - 4:00 p.m. on Saturday New Business – No new business to discuss.
