Call to Order: The meeting was called to order by Judge Hogan.
Minutes: The April 10, 2006 minutes were approved as written.
Chair Report Judge Hogan reported that AOC had prepared a packet for reconsideration of GR 23 changes that included statistics provided by Windsor Schmidt related to the educational requirements of certified professional guardians.
Judge Hogan also reported that the Guardianship and Probate Committee of the Superior Court Judges Association (SCJA) had reviewed proposed legislation, S4882.2, drafted by Senator Jacobsen that would create a new regulatory entity for certified professional guardians. The committee unanimously opposed the legislation.
The Guardianship and Probate Committee reviewed proposed legislation of the WSBA’s Elder Law Committee regarding the public guardianship project. The committee supported the proposed legislation concept although several concerns remain.

The Board went into Executive Session to review an SOPC recommendation concerning a grievance.
Concluded Executive Session
A motion was made and seconded to approve the Review Panel’s recommendation to request the AG to file a formal disciplinary complaint against two certified professional guardians and one certified agency in PGB Case No. 2004-013. The motion passed. Commissioner Prochnau abstained.
The Board went into Executive Session to consider applications for certification as professional guardians.

Following is the list of applicants who were reviewed for certification as professional guardians and the disposition of their applications, pending receipt of clear background checks if not received to date.
Adams-Curry, Margaret L.– The Certification Committee recommended approval of certification. Motion to approve was made and seconded. Motion did not carry. Certification was not approved.
Cain, Wanda K. – The Certification Committee recommended denial of certification. Motion to deny certification was made and seconded. Motion carried.. Certification was denied.
Costello, Sharon A. – The Certification Committee recommended approval of certification. Motion to approve was made and seconded. Motion carried. Certification was approved. John Jardine abstained
DeFelice, Susan J. - The Certification Committee recommended approval of certification. Motion to approve was made and seconded. Motion carried. Certification was approved.
Doneen, Tina. - The Certification Committee recommended approval of certification. Motion to approve was made and seconded. Motion carried. Certification was approved.
Faust, Myra K. -The Certification Committee recommended approval of certification. Motion to approve was made and seconded. Motion carried. Certification was approved.
Finney, Brandi - The Certification Committee recommended approval of certification. Motion to approve was made and seconded. Motion did not carry. Certification was denied.

Wahl, Doreen B. - The Certification Committee recommended denial of certification. Motion to deny was made and seconded. Motion carried. Certification was denied.
Motion was properly made and seconded to approve the voluntary decertification of Steven Sackmann. The motion carried.
Committee Reports
Application Committee
Motion was properly made and seconded to approve the language submitted by Suzanne Thompson-Wininger and Robin Balsam that addresses disclosure of proceedings related to abuse and neglect of vulnerable children and adults. The applications will need to be revised to include the new language.
Education Committee
The next mandatory training is scheduled for September 28 and 29, 2006. The pre and post survey administered during the March mandatory training was discussed. Shirley Bondon was asked to share the results of the survey with the providers of the training, King County Bar Association. Shirley Bondon was asked to prepare a survey instrument to be administered during all guardian continuing education courses.
The Education Committee is seeking volunteers from past board members to serve as editors of the Guardian Initial Certification Training Manual. Past board members, James Degel and Dick Sayre will be asked to serve as editors.
It was discussed that there is a need to consider the training needs of certified professional guardians in eastern Washington and develop a plan to increase continuing education training opportunities in the area.
Ethics Committee
Proposed Ethics Opinions were not reviewed during the meeting. The Ethics Committee chair asked that time be set aside during the June retreat for review of opinions. The Ethics Committee has established a new process for drafting opinions that includes a thorough research of all statutes and rules prior to drafting an opinion. The process will also be presented during the retreat.

Standard of Practice Committee
The Board went into Executive Session to reconsideration two applications for certification.
Finney, Brandi. Motion was made and properly seconded to approve the certification. Motion did not carry. Certification was denied.
Old Business:
The retreat agenda is being developed. There will be no conference meeting June 12, 2006. The next meeting will be July 10, 2006 @ the SeaTac facility.
New Business:
None.
