Call to Order:
Judge Hogan called the meeting to order.

Board Minutes
:  The draft July 10, 2006 minutes were approved.

Chair Report:
- Judge Hogan reported that the Request for Letters of Interest in becoming a Board member is posted on the Guardian website. Approximately twelve or thirteen individuals have submitted letters of interest.  Judge Hogan and Commissioner Aronow will appoint a subcommittee to review the letters of interest. Because the letters of interest do not specify whether the agency is small or large, the committee members may need to contact those interested to obtain more information as well as seek input from other Board members.

Judge Hogan reported that the Chief Justice has appointed Judge Marywave Van Deren, Court of Appeals Division II, to fill Commissioner Collier’s position.  She will come on board October 1, 2006 for a three year term.

Vice Chair Report
: - Commissioner Aronow reported that the budget included approximately $30,000 for audits and another $20,000 for administrative hearings. 

Shirley Bondon has been contacting retired judges to serve as a potential hearing officer with no commitment to date.

Board Business

Committee Reports

Budget Committee
- Judge Hogan asked that Committee Chairs submit to Commissioner Aronow budget requests for the up-coming year.

Application/Certification Committee - Ray Dingfield asked that someone be hired to perform a task analysis on the guardian duties and develop the criteria for applications. A supplemental questionnaire was also discussed as well as revisions to both the individual and agency applications.

Education Committee - Mike Longyear reported that mandatory training is on track.  The manual committee will be meeting this week and the King County Bar Association is ready to make the needed changes.

SOP Committee - There will be a meeting on August 23, 2006.  After that meeting, Lynne Alfasso will send the confidential chart detailing the status of Review Panels and grievances to Judge Hogan.

Public Information Committee – Nothing to report.

Ethics Advisory Opinion Committee – Nothing to report.

Old Business – It was shared that Senator Rosa Franklin has decided to sponsor the Public Guardianship bill developed by Peter Greenfield.

New Business – No new business to discuss.

Suzanne Thompson Wininger has changed positions at DSHS, going from APS to Residential Care Services.  This change of job within DSHS will not affect her DSHS position on the Board.

The next meeting will take place on September 11, 2006 at the SeaTac facility @ 9:00 am.

Judge Hogan adjourned the meeting.
