Call to Order:
Judge Hogan called the meeting to order.  She greeted and welcomed Judge Marywave Van Deren to the Board.

Board Minutes
:  The draft September 11, 2006 minutes were approved as amended.

Chair Report:
- No chair report.

Vice Chair Report: - No vice chair report.

Board Business

Committee Reports

Application/Certification Committee - A special project is being developed to perform an analysis of guardian duties and/or tasks that will result in a comprehensive position description for certified professional guardians.

Budget Committee
– Committee chairs were asked to submit budget requests to the Budget Committee Chair before the next face-to-face board meeting.

Education Committee - Mike Longyear reported that the initial mandatory training went well. Approximately 45 potential certified professional guardians (CPGs) were trained.  Approximately 40 CPGs attended the advanced training held September 29. The next initial mandatory training is scheduled for March 29 & 30, 2007.  The Board discussed holding one training instead of two per year.

The Initial Mandatory Training Manual will undergo a comprehensive review January 2007 in preparation for the March training.  The 3 editors will meet face to face in January.

A motion was made and properly seconded to decertify William McCrea and Debbie Conklin for failure to report CEU credits for 2005. The motion passed.  Notification will be sent out statewide.

Ethics Advisory Opinion Committee – John Jardine reported that the committee expects to present the Pre-appointment Opinion and the waiver section of the Insurance Regulation to the Board for review during the November meeting.

Public Information Committee – Sixteen letters of interest were received to fill two board member slots.  Due to the large response, no additional letters are needed and the request for letters of interest has been removed from the website.

SOP Committee - There will be a telephone conference on October 18 to review any new grievances.  An ad hoc committee has been formed to review GR 23 and the Disciplinary Regulations.  The committee will meet by phone, October 18 and in person November 13, 2006, immediately following the Board meeting.  Members include:  Commissioner Aronow (Chair), Judge Hogan, Comm. Prochnau, Professor Schmidt, John Jardine and former Board member Dick Sayre.  Both Lynne Alfasso and Shirley Bondon will also participate.

The next meeting will take place on November 13, 2006 at the SeaTac facility @ 9:00 am. Judge Hogan adjourned the meeting.
