Call to Order:
The Friday evening meeting was called to order at 6:30 p.m. by Judge Vicki Hogan, chair.
MINUTES:
A motion was made and properly seconded to approve the May 14, 2007 minutes. The motion passed and the minutes were approved without revision.
Chair, Judge Hogan made the following report:
Chief Justice Alexander appointed Judge Marywave Van Deren chair of the Board effective September 30. The Chief also appointed Commissioner Joseph Valente, Spokane Superior Court, to complete the term remaining on the appointment held by Commissioner Fred Aronow, who resigned May 31, 2007.
Board member Deborah Murphy resigned her position effective immediately, due to competing professional obligations.
All decertification notices from 2000-2006 were provided to superior court judicial officers, guardian ad litem program managers, court administrators, and guardian monitoring programs.
Ten of the fifteen board goals from last year’s retreat have been completed. Items from the 2007 retreat should be added to the list and the Board should continue to work to accomplish agreed goals.
Vice Chair, Judge Van Deren made the following report:
Thanks to Lynne Alfasso for the work accomplished to get all grievances current. Thanks to the AOC for allowing Lynne to work an additional 10 hours per week for a short time to accomplish this work.
Counties have been responding quickly to requests for information regarding guardian grievances and several counties should be commended, specifically Kitsap and Cowlitz, for being proactive in dealing with grievances.
The Board went into Executive Session to consider applications for certification as professional guardians and agencies.

Following is the list of applicants who were reviewed for certification as professional guardians and the disposition of their applications.

A motion was made and properly seconded to approve the application of Calkins, Lois Carol. Motion approved.
A motion was made and properly seconded to approve the application of Carrell, Rhonda. Motion approved.
A motion was made and properly seconded to approve the application of Culbertson, Davisson. Motion approved.
A motion was made and properly seconded to approve the application of Parks, A. Colby. Motion approved.
A motion was made and properly seconded to approve the application of Sattler-Summers, Monica K. Motion approved.
A motion was made and properly seconded to approve the application of Woodyard, Connie. Motion approved.
A motion was made and properly seconded to approve the application of the agency Inslee, Maxwell, Associates. Motion approved.
A motion was made and properly seconded to approve the application of the agency Sound Guardianships, Inc. Motion approved.
A motion was made and properly seconded to deny approval of the application of McKinnon, Joseph. Lori Petersen and Suzanne Thompson Wininger abstained. Motion approved.
A motion was made and properly seconded to approve a request for a status change from inactive to active for Michael Johnson. Commissioner Kimberley Prochnau abstained. Motion approved.
A motion was made and properly seconded to pend the application of Rienshe, Nathan, until more information is received. Motion approved.
A motion was made to approve voluntary surrender of certification of Shih, Carol and Kimball, Mark. Motion approved.
A motion was made to approve the appeal of decertification for failure to complete continuing education by Fred Schoen. Motion approved.
A motion was made to approve the appeal of decertification for failure to complete continuing education by Jason Couey, pending receipt of the required late fee. Motion approved.
COMMITTEE REPORTS:
Standard of Practice Committee
A motion was made and properly seconded to approve PGB No. 2007-007 A and 007B Agreements Regarding Discipline. Motion approved.
A motion was made and properly seconded to approve PGB No. 2006-003 Disciplinary Settlement Agreement. Motion approved.
A Board member stated she had a concern regarding a professional guardian’s website. The Board member was concerned that the website stated that the guardian’s business was a certified agency when, in fact, the business was not certified, although the individual guardian is a certified professional guardian. The Board members viewed the content of the website but took no action.
Ethics Advisory Committee
John Jardine framed the issue, “What constitutes a meaningful visit?” He referred to National Guardian Association Standards of Practice 13V and 23 specifying monthly visits to incapacitated individuals/wards. The ensuing discussion resulted in opinions. The first is described as a “strict constructionist” opinion and the second a “delegation” opinion.
The strict constructionist believes that the guardian must personally visit each incapacitated individual in his or her care each month. The delegator believes the requirement for meaningful visits can be satisfies by delegating visits to case managers and other professionals. Consensus was not achieved.
