Evaluate the current capability of superior courts to meet the time in process goals adopted by the BJA. Assess the tools and information available to judges to measure the performance, and recommend improvements, training, or other means, to enable courts to meet the goals. Review time in process goals in place for courts of limited jurisdiction and recommend measurement reports to gauge performance against the goals. Alternative dispute resolution, differentiated case management and other means will be evaluated to process cases expeditiously. Recommend the most effective strategies for Washington courts; estimate financial impacts and responsibility for implementation.
