RULE 9                                                
                     ACTING CHIEF JUDGE                                          
                                                                                 
    Each division shall elect from time to time an Acting Chief Judge. The       
Acting Chief Judge shall perform the duties and exercise the powers of the       
Chief Judge during the absence or inability of the Chief Judge to act.
