                       WHO MAY APPEAL                                            
                                                                                 
    (a) Appeal. Only an aggrieved party may appeal.                              
    (b) Cross Review. Cross review means review initiated by a respondent        
in an appeal. A party seeking cross review must file a notice of appeal          
within the time allowed by rule 2.5(c).
