LIRLJ 3.3.  PROCEDURE AT CONTESTED HEARING

     (b)  Representation by Lawyer.

     At a contested hearing, the plaintiff shall be represented
     by a lawyer representative of the Prosecuting Attorney, or
     the City Attorney when the defendant is represented by an attorney.
