                        Procedure at Contested Hearing


   (b) Plaintiff Witness-Representation by Lawyer.  In contested traffic
infraction hearings the Plaintiff shall be represented by a lawyer
representative of the Prosecuting Attorney or City Attorney in all contested
hearings where witnesses have been subpoenaed, or discovery requested, and
where the Defendant is represented by a lawyer.
