     (e)  Discretionary Disclosure

          (3)  Any motion for items and information not
          covered by Section (a) and (d) of CrRLJ 4.7 shall
          be accompanied by an affidavit setting forth in
          detail the reasons the requested items and
          information are material and significant enough to
          amount to a denial of the right to a fair trial,
          if not ordered discoverable, so that the Court may
          have a basis for its ruling.
