                          ARGUMENT


(a) Rules Applicable.  Oral argument before the Supreme
Court is conducted under title 11 of the Rules of Appellate
Procedure, unless the Court directs otherwise.

(b) Priority.  Disciplinary proceedings have priority and
are set upon compliance with the above rules.
