RULE 13.
            TELEPHONIC AND ELECTRONIC COMMUNICATION.


     All proceedings except infraction hearings, criminal changes
of plea or criminal trials may be heard by telephone conference
call at the request of either party with written notice to the
court and at the discretion of the judge.
