The Limited License Legal Technician (LLLT) Program is a new program mandated by the Washington State Supreme Court providing for the licensing and regulation of non-attorneys to engage in discrete activities that currently fall within the definition of the “practice of law”. This position is responsible for assisting in the development and on-going administration and support for all aspects of the Limited License Legal Technician (LLLT) Program.
This position works with the Chief Regulatory Counsel/General Counsel and the Associate Director of Regulatory Services, and other applicable staff members to assist with:
- The administration of the appointment process for the LLLT Board. This includes: Scheduling meetings and arranging catering as appropriate; developing agendas for meeting, preparing meeting materials, taking minutes, and attending all meetings; advising the LLLT Board and following up on Board actions as appropriate; providing other services to the Board as needed, including reviewing and drafting rules and regulations.
- Working with the LLLT Board to develop, administer and manage the LLLT licensing and admission process based on the New Admission to Practice Rule 28: Limited Practice Rule for Limited License Legal Technicians. This includes: Developing the application process and screening procedures; developing the examination requirements, working with the LLLT Board to develop exams, and managing the administration of the exams; determining the LLLT Continuing Legal Education (LLLT CLE) requirements and procedure for approval of programs.
- Administer and manage the LLLT licensing process for successful exam takers. Administer and manage the LLLT annual re-licensing process in conjunction with the licensing project lead.
- Administer and manage the mandatory LLLT Continuing Education program.
- Administer and manage the LLLT discipline process.
- Develop and maintain the LLLT pages of the WSBA website.
- Work with IT personnel as needed to develop an appropriate database for the LLLT program, and perform data entry for all program-related information and maintain the database.
Qualified candidates will have a Bachelors’ degree, paralegal experience, or equivalent law related/legal regulatory experience required. JD (or successful completion of Law Clerk program) or paralegal certification with significant experience in a legal/regulatory environment is preferred. Experience mustinclude background related to development and administration of regulatory rules, policies and procedures; paralegal or other law related experience; project management experience; and experience in data base management. Also required is a work history exercising strong project management and organizational skills; analytical, critical thinking skills; ability to understand and interpret complex issues and rules/regulations governing the work; excellent communication skills to interact clearly and effectively and provide efficient customer service with all levels of individuals within and outside of the organization; ability to work with diverse groups of people and navigate complex relationships; ability to focus attention on details while maintaining sight of the big picture; and strong proficiency using computers for general business processes. The position must be able to attend meetings, examinations, and/or seminars as work demands. Some in-state travel may be required.
