Agency Profile

The Washington State Office of Public Defense (OPD) is an independent judicial branch agency whose legislative mandate is to implement the constitutional and statutory guarantees of counsel.  OPD manages Washington’s indigent appeal services, the Parents Representation Program, the RCW 10.101 trial indigent defense services, and RCW 71.09 Civil Commitment program.
 
The Appellate Manager oversees OPD’s selection and process for appellate contract attorneys, carries out ongoing contract monitoring, and administers periodic evaluations of contract attorneys’ performance. This position is responsible for overseeing payment systems for attorneys, court reporters and court clerks, and for organizing CLEs for appellate attorneys. The Appellate Manager works effectively with judges and officials at the appellate courts and with contract attorneys, court reporters, and court clerks.
 
The Appellate Manager is supervised by OPD’s Director, works closely with administrative and fiscal staff and with other attorneys in the agency, and is expected to handle complex research issues in addition to carrying out day-to-day management of the appellate program.
 
Qualified applicants will have a J.D., excellent research and writing skills, familiarity with the rules of Appellate Procedure and appellate practice, and administrative or governmental experience. Travel throughout the state of Washington is required, and if necessary, a willingness to relocate to the job location in Olympia, Washington.
 
Depending on the applicant’s qualifications and OPD’s needs, this position may be filled on a part-time or full-time basis. The State of Washington offers a strong benefits package.
 
Annual Salary Range (for a full-time position; pro-rated if the position is part-time): $72,000 to $92,000, DOQ.
