SUMMARY OF DUTIES:
This position has an end date on or before December 31, 2014.
Role of the Program Manager:
As a member of the Thurston County District and Superior Courts team and reporting to the Court Administrators, the Program Manager will work closely with the five treatment court programs and the Treatment Sales Tax management team to develop funding sources other than the County’s general fund and Treatment Sales Tax primarily through successful grant applications; assist program managers and coordinators in reporting program metrics to the Courts and the Treatment Sales Tax management team and reporting for other grants/funding received by these programs; and assists in the development of program budgets.
Overview of Duties:
Analyzes and interprets technical information. Designs and develops measurable performance standards and financial impacts and tracks program’s effectiveness. Develops and manages assigned program(s) budgets and approves expenditures. Responsibilities may include compliance evaluations related to local, state and federal auditing requirements. Works with program managers and coordinators and others to coordinate program, project and/or grant activities. When assigned, staffs and/or facilitates committee meetings. Develops budgets and funding sources for new program areas. Develops and maintains records to provide for the proper evaluation, control and documentation of the performance of assigned programs. Evaluates contract requirements submitted to ensure requirements are met, monitors quality of deliverables, tracks program performance including financial and program audits. Reviews and analyzes performance data to include identification of problems, analyzes and evaluates deficiencies or difficulties and provides management with alternatives and recommended courses of action. Conducts annual needs assessment reviews, including analysis of quantitative and qualitative data to support planning and resolution of issues. Responsible for administrative program budgets, accounting recordkeeping, and expenditures. Coordinates the planning and development of the programs annual County budget. May include the appropriate participation from involved community organizations.

QUALIFICATIONS:
Bachelor’s degree in a field closely related to the specific position.
Four years of progressively responsible experience related to public program and policy development. Demonstrated competence in the principles and practices of public policy development and administration. Also must be able to demonstrate competency in supervising personnel involved in program implementation and in establishing and controlling budgets.
Current Washington State Driver’s License or have requested and obtained an appropriate accommodation.
Ability to efficiently use a personal computer and applicable software to successfully perform the essential job functions of the position.
Depending upon the area of assignment, a specialized certification or accreditation may be required of the position.
