Superior Court Case Management System (SC-CMS) Project

A message from Washington Supreme Court Chief Justice Mary Fairhurst,
Chair of the Judicial Information System Committee:

I am very pleased to announce today’s successful implementation of the Odyssey case management system in the superior courts and county clerk offices of Clark and Spokane counties.

These are the final two counties to launch the statewide case management system and brings us to the final phase of a journey that began in September of 2010, with an official request from superior court judges and county clerks to bring modern technology functionality to our superior court case management.

Today’s implementation involves more than 240 users in the two counties, and staff members have been hard at work for many months preparing for this transition. As with previous implementations, staff worked this weekend to launch Odyssey using saved work, then this morning went live with the new system.

Each launch is unique, and today’s was no different. The SC-CMS Project Team has worked with Spokane on some complex integrations of critical local applications which required development by specialists at AOC, Tyler Technologies and within the Spokane IT unit.

I want to sincerely thank all of the staff members from the implementing counties for their hard work, as well as all of the helpers from other counties - the "ride-alongs" - whose time and experience are invaluable. Successful implementation depends on leadership, positive attitudes and perseverance, which you have all exhibited time and time again.

I also want to express my sincere appreciation to the SC-CMS Project Team members from AOC and Tyler Technologies who have seen this statewide implementation through its many years of launches, integrations, fixes, adjustments and additions. They have put in many long hours, sometimes away from their families, to make this modernization and ultimate replacement of the 1970s SCOMIS system a reality.

You may have some questions about what comes next.

  • Direct work on this implementation will continue for the next few weeks.
  • Project close-out activities will continue through December, and include working with counties on Phase Two of the Link-Only integration with third-party document management systems to provide statewide document access for judicial officers, among other tasks.
  • Post-project activities will continue through June of 2019, and include stabilization and closing out of e-Service tickets; refresher training and training for new court staff; attorney self-scheduling; assessment and planning tasks.
