The Positive Achievement Change Tool (PACT) is the juvenile risk assessment software used to identify the criminogenic needs of juvenile offenders and is used to determine juveniles’ eligibility for evidence based treatment programs. The data resides on an Assessments.com (ADC) server physically housed at the AOC. Users in all juvenile departments across the state use PACT to enter data about juveniles, including what is commonly referred to as “domain 1” information. Domain 1 is a series of questions about the juvenile’s previous criminal history. The intent of this project is to take the domain 1 report developed for the juvenile departments by AOC ISD (which pulls data from JCS, SCOMIS, and DISCIS) and link it directly to ADC, thus removing the step of hand entering information from the printed report in to the ADC software.

Expected Benefit:

This request will alleviate the requirement that courts manually input JCS, SCOMIS, and DISCIS data into the juvenile risk assessment (PACT). It will eliminate errors introduced by manual entry, speed up case processing time, and provide complete and correct criminal history for juveniles assessed with the PACT.  Domain 1 scoring is highly influential in determining eligibility for evidence based programs. Matching youth who have the identified needs profile to the proper program has been shown to result in far better outcomes (reduced criminal recidivism) than matching youth who are not as well suited for the program. Accurately measuring criminal history will help to assure that the most appropriate youth are receiving the right treatment, making the delivery of evidence based programs more effective in terms of cost and treatment outcomes.

 
This automated system will also help identify any errors in JCS so that they can be appropriately resolved.

Summary of Proposed Solution

The Administrative Office of the Courts (AOC) would create a data exchange to automate the transfer of data between the JIS systems and PACT.  Assessments.com (ADC), the vendor who provides the software and services for PACT, offers an Application Programming Interface (API) to communicate with PACT.  This API is not compliant with the National Information Exchange Model (NIEM) information exchange framework.

Proposed Solution

AOC would create a data exchange to transfer information from the Domain 1 report, which has already been developed and implemented by AOC, to PACT. 

 

ADC already has an API which other states use to transfer juvenile data.  It is not NIEM compliant.  Asking ADC to create middleware to interact with a NIEM service would cost a minimum of $25,000 in addition to AOC development costs.  By coding to the existing API, the AOC development costs remain the same, but the cost for ADC’s services is reduced to $14,500. 

 

No JIS funds are required for this project.  In addition, on-going licensing costs will be paid from the Juvenile Court Administrators funds and will not be paid from JIS funds.

 

The Information Services Division’s Architecture Review Team approved an exception to allow this exchange to be created using ADC’s API instead of the NIEM standard.  The exception request was designated as #2011-001 and was approved on March 30, 2011.
