There needs to be a much better fail-safe implemented to prevent E-tickets from being attached to a completely wrong person record. Currently there is a rather basic screen showing comparison of JIS and ETicket information, at which time a clerk marks a box indicating which part of the record (or the whole record) should be changed. Once a clerk erroneously selects and changes a wrong person, everything on the PER screen is overwritten/changed.
The WARNING should disallow any change being made to pertintent identifiers, such as the name, DOB, DL#. The clerk action should be blocked. Security measures need to be put in place - possibly a supervisor authorization code- that must be completed before the change to PER can be made.
Understandably, staff needs to be careful about and follow Person Business Rules. However, human error cannot be avoided and therefore a system needs to be in place to avoid problems with PER records.
