This is unresolved change request # 80

"Court wants an area on the warrants form to be able to print out comments. [WRO add edit line and print on Warrant.  HPO comment line to print on notices.]" 

The understanding from the endorsement group is that this comment line is only one time for the warrant/notice being printed, the information would not follow if subsequent warrants/notices are issued. for that same case.

The endorsement group would like to submit this initial request.  However, there was discussion of greater enhancement to the warrant process including the ability to free form print warrants on plain paper rather than on 4 part pre-printed forms that are expensive. 

Additionally, we would like to see a data transfer directly from JIS to WACIC to eliminated the duplicate entry, delay of warrant entry, and liability of non-removal of cleared warrants.  We understand that Seattle Municipal Court already has something similar to this process in place.

Expected Benefit:

Many courts are handwriting comments on the warrants to provide additional information to the LEA.

This same thing happens with notices mailed to defendants.  The ability to make a comment such as the reason for the hearing would benefit the defendant and possibly eliminate the phone call to the court to find out why a hearing was set.

Both of these would be enhancements to a process that is already in place therfore creating a time saving process.

Request Summary:

This request is for an enhancement to JIS to provide an area on the Warrant Order (WRO) screen to include comments that would be printed on a warrant of arrest.  The comment would print once on the warrant issued and would not be added to subsequent warrants for the same case.

Business Impacts:

This enhancement would help save court staff time as comments are now handwritten on warrants to provide additional information to the law enforcement agency.  The court staff could also use the comments line to provide additional information to the defendant, such as the reason a hearing is being held, to avoid some calls to court staff to request this information.

Summary of Proposed Solution

The Administrative Office of the Courts (AOC) would modify the Warrant Order (WRO) screen to provide a space for comments to be printed on warrants of arrest.  The field size and location of the comments field would be defined by the governance group.  The comment would be visible on the Warrant Update (WRU) screen, as well.

Proposed Solution

AOC would modify the WRO screen and create a free-form text field.  The information entered in this field would be captured and stored in the JIS database for that warrant.  Prior to warrant issuance, the comment could be modified.  During print preparation, the comment would be included on the warrant form.  The Warrant Update (WRU) screen would display the comment line created on the WRO screen.

As to the open questions,

1.    I would prefer the comment line be included on the docket entry regarding warrant order/issue.  A clerk shouldn’t need to go to the WRO/WRU to view if a comment was made. All information regarding that warrant should appear in one location – this is consistent with the TP due date request that was also endorsed.
