JIS Case Management Applications for Courts

JIS for Appellate Courts
The major application supported by JIS is the web-based Appellate Court Record and Data System (ACORDS). ACORDS maintains a record of events for cases on appeal and tracks issues in cases. It is used by the three divisions of the Court of Appeals and by the Supreme Court Clerk's Office.

JIS for All Trial Courts
The JIS application includes statewide information shared by all trial courts (superior, limited jurisdiction, and juvenile). It includes:

  • Person information for criminal and domestic-related cases
  • Statewide criminal case history for a person
  • Domestic violence case and protection order history for a person

JIS for Courts of Limited Jurisdiction
Courts of Limited Jurisdiction use JIS and the District and Municipal Court Information System (DISCIS) -- the major limited jurisdiction application -- and the Judicial Accounting Subsystem (JASS). More than 150 courts use these systems which allow them to process cases from the initial filing to closure, incorporating such tasks as:

  • Case Filing
  • Calendaring
  • Docketing
  • Case Maintenance
  • Finding/Judgment and Sentence Recording
  • Accounts Receivable and Collections
  • Receipting/Cashiering
  • Trust Accounting
  • Checking and Banking
  • FTA and Warrant Processing
  • Management and Statistical Reporting

JIS for Superior Courts
The 39 superior courts use JIS, the Superior Court Management Information System (SCOMIS) -- the major JIS application for superior courts, the Judicial Receipting System (JRS), portions of JIS system used by CLJ courts (AKA DISCIS), and JASS. SCOMIS is used to:

  • Manage and report Washington's superior court cases, including filing date and dates for court proceedings.
  • Record case participants.
  • Record charges filed against defendants.
  • Provide case status.
  • Monitor time-in-process relative to advisory case-processing time standards.
  • Document charge and case results, together with judgment amount, sentence, and case completion.
  • Record petitions, pleadings, orders, and other documents filed within a case.

NOTE: By 2018, SCOMIS will be replaced in 37 superior courts by Odyssey, a commercial off-the-shelf case management system created by Tyler Technologies, Inc. Click here for more information.

JIS for Juvenile Departments
Juvenile departments of superior courts use the web-based Juvenile and Corrections System (JCS). JCS enables courts and prosecutors to track referrals to the courts, records a juvenile's activity in the juvenile justice system, and links referrals to cases filed against juveniles and recorded in SCOMIS. It displays relevant information from SCOMIS and JIS in addition to information kept only in JCS. It supports managing referrals, cases, and juvenile social information; the diversion of juvenile cases; and juvenile detention.
