March 17, 2014 – Change to LEA Codes

The LEA Codes manual was updated to end date the following Washington State Parks & Recreation codes as no cases exist for them - FSP – Flaming Geyser State Park, IKP – Ike Kinswa State Parks, LCP – Lewis and Clark State Parks, MLS – Moses Lake State Parks, PKS – WA State Parks and Recreation, PRP – Pasco Park Ranger, RFP – Rainbow Falls State Park, SRS – Steamboat Rock State Park, WBS – Wenberg State Park

February 18, 2014 – New Case Condition Codes / New Plea Sentence Code

The Case Condition Codes manual was updated to add codes for which type of Specialty Court a defendant has been referred to such as CMC – Community Court, DVC – Domestic Violence Court, DRC – Drug Court, DUC – DUI Court, FRC – Family Recovery Court, FDC – Family Drug Court, GNC – Gang Court, GMC – Gambling Court, HOC – Homeless Court. Also, a code was added to track when a defendant is to participate in 24/7 alcohol monitoring on a non-DUI case ALM – 24/7 Alcohol Monitoring.

The Plea Sentence Codes manual was updated to add a new Other Deferral Reason code to track cases placed on Other Deferral in JIS for TC – Therapeutic Court.

December 12, 2013 – New Language Code

The Engrossed Second Substitute Senate Bill 5912 allows courts to order defendants into a 24/7 sobriety monitoring program. The Case Conditions Code manual was updated to add the code DUC – DUI 24/7 Sobriety Program, which creates the docket entry “DUI 24/7 Sobriety Program – Participate in 24/7 Sobriety Program Monitoring”.

July 28, 2013 – New Order Codes / New Cost Fee Code / BARS Code / DCXT update / New Docket Codes / New Plea Sentence Codes / New Case Review Codes

The Orders Codes manual was updated to add new Orders Codes STK – Stalking Protection Order, and TSK – Temporary Stalking Protection Order.

The Cost Fee Codes manual was updated to add new Cost Fee Codes ACS – Alternative Community Service, ATP – Administrative Cost /Time Payment, PRP – Prostitution Prevention and Intervention Fee, and WCF – Work Crew Fee.

The BARS Codes manual was updated to add new BARS Codes created for new Cost Fee Codes ACS (Alternative Community Service), ATP (Administrative Cost /Time Payment), PRP (Prostitution Prevention and Intervention Fee), and WCF (Work Crew Fee).

The County Department Cross Reference Codes (DCXT) section was updated to reflect the new BARS for Cost Fee Codes ACS (Alternative Community Service), ATP (Administrative Cost /Time Payment), PRP (Prostitution Prevention and Intervention Fee), and WCF (Work Crew Fee).

The Docket Codes manual was updated to add the new Docket Codes CLPAG – Coll Law Participation Agreement, and CLPST – Coll Law Process Status Report.

The Plea Sentence Codes manual was updated to add information on the new THC Status fields and to update the AS – Awaiting Sentencing and OD – Other Deferral codes.

The Case Review/Tracking Codes manual was updated to update language in the DUA, DU1, DU2, DU3 DUI case conditions.

July 2, 2013 – New BARS Code / New Cost Fee Code / DCXT update

The BARS Codes manual was updated to add a new BARS Code created for Cost Fee Code MHC (Mental Health Court Fee).
The Cost Fee Codes manual was updated to add the new Cost Fee Code MHC – Mental Health Court Fee.
The County Department Cross Reference Codes (DCXT) section was updated to reflect the new BARS for Cost Fee Code MHC (Mental Health Court Fee).

June 3, 2013 – New Finding/Judgment Code / Docket Code

The Plea/Sentence Codes manual was updated to add the new Criminal Finding/Judgment code of NS – Not Guilty by Reason of Insanity.

The Docket Code manual was updated to add the new code STFJG – Satisfaction of Judgment.

February 6, 2013 – New Case Condition Code

The Case Conditions Codes (Case Review/Tracking) manual was updated to add the new code EHN – Electronic Home Monitoring Non-DUI.

December 18, 2012 – Secretary of State BARS Code Changes

The BARS Code manual was updated to strike-through the BARS Codes that are no longer available after December 31, 2012, per the Secretary of State’s office. The replacement BARS Codes that are effective January 1, 2013 were also added.

The County Department Cross Reference (DCXT) Codes manual and the Cost Fee Codes manual were also updated to indicate the BARS Code changes.

October 12, 2012 – New Docket Code

The Docket Code manual was updated to add the new docket code PREVCON - Defendant ordered to comply with all conditions previously imposed.

June 29, 2012 – Legislation Change Effective July 1, 2012

SSB 5326 (2011 Legislative Session) allows defendants cited with the new traffic infraction Negligent Driving 2nd – Vulnerable User (RCW 46.61.526) to request an alternative sentence in lieu of the $10,287 fine and a 90 day license suspension. There are specific requirements defined in the law that must be ordered. A new Case Condition Code (Case Review/Tracking) was created to help the courts track the requirements. The code, NDA – Neg Driving 2nd – Vulnerable User Victim Alternative Sentence, will add the list of requirements to the docket when the code is added to a case.

June 22, 2012 – Court Rule CrRLJ 3.2 Change Effective 7/1/2012


Court Rule CrRLJ 3.2 – Court Rule CrRLJ 3.2 is changing effective July 1, 2012 to remove the language that allowed a Bail Forfeiture as a final disposition on a criminal case. The changes have been documented in the following code manuals:

June 6, 2012 – 2012 Legislation Change Effective 6/7/2012

ESHB 2302 – DUI with Youth in Vehicle – With the approval of the JIS Codes Committee, a new Cost Fee Code of YIV (Youth in Vehicle) was added to JIS. The new code and related BARS Code have been added to following code manuals:

June 1, 2012 – 2012 Legislation Changes Effective 6/7/2012

ESHB 1983 – Prostitution and Trafficking Crime Penalties and ESB 6608 – Judicial Stabilization Trust Account Surcharge both required changes to some existing JIS codes. New BARS Codes were created for ESHB 1983, while the existing BARS Codes were used for ESB 6608, however the splits have changed.

SSB 6387 – Disposition of Discover Pass Penalties and SSB 5502 – Limousine Carriers Account (2011 Legislation - Effective 7/1/2012) both required new Remit Groups and new BARS Codes to be created. SSB 5502 also required BARS Codes to be added for the four new Infraction Non-Traffic (IN) violations.

March 19, 2012 – Legislative Change for 2010 Legislation

Updated Plea/Sentence Codes to add two Criminal Finding/Judgment Codes GV = Guilty – DV Pled and Proved and GR = Guilty – DV Pled and Proved Revoked Deferral. These codes were added to complete the implementation of 2010 Legislation Session bill ESHB 2777 – Domestic Violence.

Updated Case Condition Codes (Case Review/Tracking) to add FNL – Final Review Code for Monitored Probation. This code is entered with the approval of the JIS Codes Committee on March 13, 2012.

March 8, 2012 – DCXT Update

Updated County Department Cross Reference Codes (DCXT) to reflect end-effective date of Litter Control BARS 353.70.01.

March 5, 2012 – New Case Condition Codes

Updated Case Condition Codes (Case Review/Tracking) with two new codes:

    ● MDP – Methadone Treatment Program
    ● IOP – Intensive Outpatient Treatment

November 7, 2011 – New Docket Code / New Address Status Code

Updated Docket Codes with new code OC1 – “Monies paid are for administration fees” and Address Type / Status with new code – OE – “Officer Error”.

September 6, 2011 – Legislative Changes for 2011 Legislation (effective 9/6/2011)

Updated County Department Cross Reference Codes (DCXT) section for ESHB 1922: Add BARS Code 353.10.32 Transporting Cattle over 40,000 LBS-Fail Stop. This infraction currently applies to Spokane and Pend Oreille counties.
Remit Group 97 added for Motor Vehicle Account (108) – BARS Code 386.89.16.

August 23, 2011 – New Language Code

August 1, 2011 – New Case Condition Code

Case Condition (Case Review/Traffic) Code – SCR – Secure Continuous Remote Alcohol Monitor added.

July 18, 2011 – Legislative Changes for 2011 Legislation (effective 7/22/2011)

The Case Type Codes section was updated to reflect the change to Superior Court Case Type Code S5 Adoption/Parentage to comply with E2SHB 1267-Domestic Partnership/Parentage.

The BARS Codes and Cost Fee Codes sections were updated to reflect new BARS and fee distributions for SB 5941 (2011 Legislation).

June 27, 2011 - Legislative Changes SB 5941 (2011 Legislation effective 7/1/2011)

The County Department Cross Reference Codes (DCXT) section was updated to reflect new BARS Codes for 2011 legislation effective July 1, 2011.

February 22, 2011 – New Language Code

New language code added – TSZ - Purepecha

February 7, 2011 – BARS Code / Cost Fee Code / DCXT update

The BARS Codes section was updated to reflect new BARS to Cost Fee Code LGA (Legislative Assessment).
The Cost Fee Codes section was updated was updated to reflect new BARS to Cost Fee Code LGA (Legislative Assessment), and update the authority for Cost Fee Code IFA (Investigative Fund Assessment).
The County Department Cross Reference Codes (DCXT) section was updated to reflect new BARS to Cost Fee Code LGA (Legislative Assessment).

January 26, 2011 – New Language Code

Case Condition Code VET – Veteran’s Court added to track specialty court cases

November 16, 2010 – BARS Code / Cost Fee Code / DCXT update

The BARS Codes section was updated to include 17 BARS Codes for violations under ESBH 2464 (RCW 46.61.212(2)). These BARS codes also apply to existing violations of RCW 46.61.527(2)-Speeding in a Construction Zone.
The Cost Fee Codes section was updated to add JTX (JIS Trauma Care Less Legislative Assessment), LGA (Legislative Assessment), and changed JTR to reflect a new BARS Code and amount. The JIS Codes Committee approved the addition of JTX and LGA.
The County Department Cross Reference Codes (DCXT) section was updated to include the additional BARS Codes for the law violations and Cost Fee Codes listed above. These changes are effective 1/1/2011.

December 18, 2009 – New Language Code

New language code added – KXK –Karen, Zayein.

December 17, 2009 – New Adjustment Reason Code

A new Adjustment Reason Code was added to the table. “SG” System Generated is used when a case is closed on the CSD screen with a potential A/R amount remaining.  An adjustment reason is only generated when the Finding/Judgment Code entered in the PLS screen is one of the following:  BF, C, G, or P. Adjustment Reason codes

November 2, 2009 – New Language Code / New Case Condition Code

New language code added – HIN – Hindi
New Case Condition Codes IIL and CRT added. These codes were approved by the JIS Codes Committee on October 13, 2009.

September 28, 2009 – New Court Code

Uniontown Municipal Court implemented

July 31, 2009 – New Language Code

New language code added – ARY – Arabic, Moroccan.

July 26, 2009 – 2009 Legislative changes

The following Legislative changes were passed and are effective as of July 26, 2009
These sections of the codes manual have been updated to include new or modified codes Cost Fee Codes, BARS Codes, and County Department Cross Reference Codes (DCXT).

July 20, 2009 – Case Condition Codes added

The following Case Condition Codes were added to track specialty court cases:
MCO (Mental Health Court),DAR (Dismissed after Restoration), DOR (Dismissed without Restoration) and FCR (Found Competent after Restoration). The Case Conditions Codes section was updated.

June 24, 2009 – 2009 Legislative changes

The following Legislative changes were passed and are effective as of July 1, 2009.
These sections of the codes manual have been updated to include new or modified codes Cost Fee Codes, BARS Codes, and County Department Cross Reference Codes (DCXT).
Consolidating Funds into the General Fund
SB 5073 – Consolidating funds into State General Fund – Effective 7/1/09.
The Description has been changed on each of these BARS Codes:

            n 386.91.00 – State General Fund Subacct 40
            n 386.92.00 – State General Fund Subacct 50
            n 386.88.00 – State General Fund Subacct 54

    ● The BARS Codes, Cost Fee Codes and County Department Cross Reference Codes (DCXT). tables were changed. The DCXT screen updates may need done in each court to update County/Department Codes only.

Judicial Stabilization Trust Account
SHB 2362 - Provide support for the Judicial Branch agencies by imposing a surcharge on certain court filing fees – Effective 7/1/09. 
The additional surcharge is in effect until July 1, 2011.
The BARS Codes, Cost Fee Codes and County Department Cross Reference Codes (DCXT). in the Code Manual section were updated to reflect the additional codes required for this account.
The DCXT online manual section was updated.
Name Change Fee
HB 2331 Added a surcharge of $20 to the fee for name changes. This surcharge is effective July 26,2009 through July 25, 2013.

March 19, 2009- Court ID Update

Silverdale Branch of the Kitsap District Court closed on March 19, 2009. All cases are filed in the Port Orchard office.

January 30, 2009 – Court ID Update

Kittitas Municipal Court closed 1/1/2009, active cases refiled in Lower Kittitas District Court. The City of Algona is contracting with the City of Pacific for municipal court services effective 1/1/2009. Lakes Stevens Violation Bureau (LSV) code added for future use. The Court IDs section was updated.

January 12, 2009 Court ID Update

Spokane Municipal Court became an independent court on 1/2/2009. The Court IDs section was updated.

December 22, 2008 – New Language Codes

Additional interpreter language codes have been added to the Person Description section: TRC—Triqui, Copala, TRQ—Triqui, San Martin Itunyoso, TRS—Triqui, Chicahuatla.

December 5, 2008 – Court ID Update and Cost Fee Code Update

Pateros Municipal Court discontinued their interlocal agreement with Brewster Municipal Court and contracted with Okanogan District on 8/1/2008. The Court IDs section was updated.

The description and authority for cost fee code “WIL – Wildlife Reimbursement” were updated based on Chapter 148, Laws of 2006. The Cost Fee Code section has been updated.

November 3, 2008 – New Court ID

Twisp Municipal Court (TWM) has been added to the to the Court IDs section. The court was implemented as a JIS court on November 3, 2008.

October 23, 2008 – New Language Code

September 22, 2008 – New Case Condition Code and Language Code

A new case condition code “BTP” Behavioral Therapy Program is now available for use on the Plea/Sentencing Update (PLS) screen. A court requested this code to track defendants who are required to complete behavior modification programs. The Case Conditions Codes (Case Review/Tracking) section has been updated.

Additional interpreter language codes have been added to the Person Description section:
MAL—Malayalam, BLQ—Baluan-Pam and GBZ—Dari, Zoroastrian.

August 22, 2008 – Bail Schedule Format

The statewide Bail Schedule is now available in an Excel spreadsheet format as well as a PDF Word-style document. The Bail Schedule chapter has been updated with instructions for choosing each format and a link to the Court Management page where both formats are available.

July 1, 2008 – Tacoma Narrows Bridge Toll Increase

The toll for the Tacoma Narrows Bridge is increasing on July 1, 2008. The fine for toll violations detected by photo enforcement is increasing from $49 to $52. The court that processes the photo enforced toll violations will use a new BARS code on a local law. The court portion of the revenue remains at $40. The portion for the Washington State Patrol Highway Account increased from $9 to $12 as required by the formula in RCW 46.63.160. The following sections have been updated: BARS Codes and County Department Cross Reference Codes (DCXT).

June 12, 2008 – 2008 Legislative Changes

The following legislation passed during the 2007 session affects codes used by the courts of limited jurisdiction. Unless otherwise indicated, the effective date of the changes is June 12, 2008. The following sections have been updated to include new or updated codes Cost Fee Codes, BARS Codes, County Department Cross Reference Codes (DCXT), Bail Schedule, Civil Cause Codes, Relationship Codes, and Hearing Status Codes.
Interpreter Services—2E2SHB 2176 (Ch 291, Laws 2008)

    ● A new hearing status code was added to assist the courts in identifying interpreter needs.
    ● The new “not held” hearing status code is “I=Continued-Interpreter Unavailable.”
    ● The following section has been updated: Hearing Status Codes.

DNA Identification—2SHB 2713 (Ch 97, Laws 2008)

    ● Nine new cost fee codes have been added for the new $100 DNA fee required for defendants convicted of specific misdemeanors. The agency responsible for collecting the DNA sample receives 20% of the $100 fee.
    ● See DNA Identification Fees in the Receivables section of JIS Online Manual for instructions for determining which code to use.
    ● The following sections have been updated: Cost Fee Codes, BARS Codes, County Department Cross Reference Codes (DCXT)

Domestic Partnerships—2SHB 3104 (Ch 6, Laws 2008)

    ● Relationship Codes of “DPR-Domestic Partner” and “XPR-Former Domestic Partner” were added for use on the Family Relationship Case (FRC) and Family Relationship History (FRH) screens. These codes should be used for domestic partnerships registered through the Secretary of State’s Office.
    ● The following sections have been updated: Relationship Codes.

Home Inspector Licensing—ESSB 6606 (Ch 119, Laws 2008)

    ● The Department of Licensing is required to license home inspectors beginning 9/1/09.
    ● DOL has the authority to issue civil infractions for certain related violations.
    ● Fines for these violations must be remitted into DOL’s Business and Professions Account.
    ● A BARS code with a new remit group item for Business and Professions Account was added. The new BARS code was used on a new law added to the Bail Schedule.
    ● The following sections have been updated: BARS Codes, County Department Cross Reference Codes (DCXT)

Criminal Street Gangs—E2SHB 2712 (Ch 276, Laws 2008)

    ● The following are authorized under the law: (1) creation of grant programs to target gang crime and graffiti; (2) creation of a statewide gang database through Washington State Patrol and the Washington Association of Sheriffs and Police Chiefs; (3) certain penalties and costs a property owner may recover for graffiti damage (Section 307); and (4) creation of a temporary assistance program for witnesses of gang-related felonies.
    ● A civil case to recover penalties and costs for graffiti damage may be filed in Superior Court or Courts of Limited Jurisdiction.
    ● A new civil cause code PRG—Property Damages-Gangs has been added. The cause code can be used for Civil or Small Claims cases.
    ● The following chapter in the JIS Code Manual for Courts of Limited Jurisdiction has been updated: Civil Cause Codes.

Photo Enforcement Cost Fee Codes

    ● If photo enforcement cases for red light violations and (pilot sites only) construction zone speeding are filed ONLY in the photo enforcement vendor’s computer system and the court has not filed the cases in JIS, use the Receipt Miscellaneous Payment (MSP) screen for receipting.
    ● Two new cost fee codes each have been set up for individual and bulk payments for Red Light and Construction Zone photo enforcement receipting. Use the new codes only if the cases are not filed in JIS. The Cost Fee Code chapter has been updated.
    ● If the court files the tickets in JIS, use the normal receipting screens (PTP-Parking Ticket Payment and PBP-Parking Batch Payment) so payments will be recorded on each case in JIS.
    ● The Parking Financial Processes section has been updated in the JIS Online Manual.

May 19, 2008 – New Case Condition Code

A new case condition code “CRC—Cost Recovery Class” is now available for use on the Plea/Sentencing Update (PLS) screen. A court requested this code to track defendants who are required to complete a cost recovery class in relation to shoplifting cases. The Case Conditions Codes (Case Review/Tracking) section has been updated.

March 17, 2008 – New Complied Code of “Terminated” for Case Conditions

The new code “T=Terminated” is now available for the Complied field in the Case Conditions area of the Plea/Sentencing Update (PLS) screen. The new code provides more flexibility in reflecting the reason a case condition is no longer being tracked on a case. The Plea/Sentence Codes section has been updated. See the Recent Updates section of the JIS Online Manual for additional documentation affected by the new “Terminated” complied code. Also, the Case Conditions Codes (Case Review/Tracking) section has been updated with information on how to request a new JIS code.

February 19, 2008 – BARS Codes

BARS codes 353.70.06 and 356.90.09 were added to replace a BARS code terminated in April 2007. The BARS Codes and County Department Cross Reference Codes (DCXT) sections were updated. Minor corrections were made to the Journal Voucher Codes section.

February 7, 2008 – Updated List Authorities and Passport Fees

References to legislative session Chapter and Year listed in the Authority column were updated to RCWs now that the bills have been codified. Also, the amount for cost fee code FEP—Passport Fees has been updated from $30 to $25 to reflect U.S. Department of State changes effective February 1, 2008. The Cost Fee Codes section has been updated.

December 21, 2007 - Construction Zone Photo Violations

Engrossed Substitute House Bill 1094, Section 220(4), Chapter 518, Laws of 2007, authorized a pilot project for automated traffic safety cameras in roadway construction zones on state highways. The new BARS codes should be used only by the specific pilot site courts for this project. The pilot site courts will be determined soon. The following sections have been updated: BARS Codes and County Department Cross Reference Codes (DCXT).

December 20, 2007 – Bail Schedule Update

The Bail Schedule has been updated for laws effective 1/1/2008, including 46.61.688--Text Messaging While Driving and other changes, if any, made between December 1-20. (For your information, the online Bail Schedule is regularly updated about twice a month if changes have been made.)

December 7, 2007 - Name Change Auditor’s Fee

The Cost Fee Codes section has been updated to reflect the January 1, 2008, increase from $40 to $42 for cost fee code NCA-Name Change Auditor’s Fee. This increase is a surcharge for the Washington State Heritage Center account authorized by Substitute Senate Bill 5882 (Chapter 523, Laws 2007). This bill amended RCW 36.18.010(11) and is effective January 1, 2008.

November 15, 2007 - Cruelty to Animals

Clarified the use of BARS code 352.20.00—Cruelty to Animals. This BARS code is used only for the civil penalty (cost/fee code CTA) imposed under RCW 16.52.200(5). For laws, the standard infraction non-traffic or criminal non-traffic BARS code should be used based on the case type of the law. The BARS Codes and Cost Fee Codes sections have been updated.

October 30, 2007 - Disabled Parking BARS Code

The BARS Codes section was updated to include an end date on BARS code 353.10.01—Disabled Parking. See eService Center answer 1912 with an e-mail from Brian Backus, AOC Senior Court Program Analyst.

July 22, 2007 – 2007 Legislative Changes

The following legislation passed during the 2007 session affects accounting codes used by courts of limited jurisdiction. Unless otherwise indicated, the effective date of the changes is July 22, 2007. The BARS Codes, Cost Fee Codes, and County Department Cross Reference Codes (DCXT) sections have been updated to include these new fees and changes:
Auto Theft Prevention Authority Account—E3SHB 1001 (Ch 199, Laws 2007)

    ● Established an auto theft prevention account to receive $10 for each infraction traffic charge.
    ● Implemented as part of the JTR fee because the new fee cannot be waived or reduced. The JTR amount was increased from $60 to $70. (The JIS fee for infraction non-traffic charges was not affected by this law.)
    ● Bail amounts on infraction traffic laws were increased by $10 on 7/22/2007 to cover this fee.

Traumatic Brain Injuries—SSHB 2055 (Ch 356, Laws 2007)

    ● Amended 46.63.110 to establish a Traumatic Brain Injury Account to receive $2 for each infraction traffic charge. (Infraction non-traffic charges were not affected by this law.)
    ● A new cost fee code “TBI-Traumatic Brain Injury Fee” is automatically added as a potential accounts receivable on the Create AR (CAR) screen when a case with at least one infraction traffic charge is filed on the Non-Civil Case Add (NCCA) screen.
    ● Bail amounts on infraction traffic laws were increased by $2 on 7/22/2007 to cover this fee.
    ● See Traumatic Brain Injury Account Fees in the JIS Online Manual for more details. Manual actions are required if this fee is waived or reduced, and if infraction traffic charges are added or deleted on other screens.
    ● See the Cost Fee Codes section for details on the new code.

Overpayments Received by Courts—HB 1994 (Ch 183, Laws 2007)

    ● RCW 63.29.130 was amended to allow courts to retain overpayments of $10.00 or less.
    ● On 7/22/2007, courts may establish an overpayment threshold amount for the court on the Court Profile Maintenance (CPFM) screen in the “Remit overpayments of $xx.xx and under to the Treasurer” field.

Municipal Court Judgment Filing Fee—SHB 1144 (Ch 46, Laws 2007)

    ● RCW 3.62.060 was amended to allow a district court to file any abstract of judgment or transcript of judgment from a municipal court or municipal department of a district court.
    ● A new cost fee code “MJF-Municipal Court Judgment Filing Fee” was added for receipting the $43 filing fee for these civil and small claims cases.
    ● District courts can use the same civil/small claims cause code as the original filing in the municipal court or municipal department.

Pre-trial Supervision Costs—SSB 6100 (Ch 367, Laws 2007)

    ● RCW 10.01.160 was amended to authorize the court to impose costs for pre-trial supervision, not to exceed $150.
    ● A new cost fee code “PSC-Pre-trial Supervision-CLJ” was added for criminal cases. It has been categorized as a “probation” code.

Name Change Auditor’s Fee—ESSB 1359 (Ch 427, Laws 2007)

    ● A new section was added to RCW 43.185C.
    ● Cost fee code NCA-Name Change Auditor’s Fee has increased from $32 to $40.
    ● The additional surcharge for auditor’s recording fees is $8 for local homeless housing programs.

Sexual Assault Protection Orders—HB 1437 (Ch 55, Laws 2007)

    ● No filing fees may be charged to petitioners.
    ● No service of process fees may be charged.
    ● Certified copies shall be provided at no cost.

Photo Enforcement of Toll Violations—SSB 5391 (Ch 101, Laws 2007)

    ● Authorized courts to process toll violations detected by a photo enforcement system as parking infractions.
    ● Established a penalty of $49 for toll violations on the Tacoma Narrows Bridge. The $49 includes a $9 penalty (three times the cash toll for a standard passenger car during peak hours) for the Department of Transportation.
    ● Courts processing photo enforced toll violations on the Tacoma Narrows Bridge must add a local parking law on the Fine/Penalty Schedule Update (FPSU) screen with BARS code 354.00.30. A violation code must be established on the Maintain Codes Table (TABM) screen’s PRKVIO table. The violation code can then be used during case filing on the Parking Batch Entry (PKB) screen.
    ● Contact the AOC if your court has other toll facilities with photo enforcement so a new BARS code can be created.

Commercial Sexual Abuse of Minors—SSB 5718 (Ch 368, Laws 2007)

    ● Increased the Prostitution Prevention and Intervention (PRP) cost fee code from $250 to $550.

Bail Schedule
A new statewide bail schedule will be published in the Bail Schedule section as soon as possible after 7/22/07. It will include new and updated laws authorized by legislative action and updates to infraction traffic laws for the Auto Theft Prevention ($10) and Traumatic Brain Injury ($2) fees.
To facilitate filing cases with school or construction zone speeding violations, individual laws for speed ranges laws will be available in the law table beginning 7/22/07. On the new bail schedule, notice these news laws in the 46.61.440 series and the 46.61.527.2 series.

BARS Code Cleanup

    ● BARS codes 341.98.01 and 386.12.00 were added as “placeholders” for Crime Victim Program for city and county jurisdictions so they would not be used for other purposes.
    ● The remit group for 386.96.00--St Remittance-Crime Lab Analysis was changed from 40 to 76.

May 1, 2007 – Language Codes and LEA Code

Additional interpreter language codes have been added to the Person Description section:
MAH—Marshallese, PNB—Panjabi, Western, and PMU—Panjabi, Mirpur. Also the spelling of “Punjabi, Eastern” was changed to “Panjabi, Eastern” for language code PNJ.

A new law enforcement agency code PRE—Prescott Ordinance Enforcement was added to the Law Enforcement Agency (LEA) Codes section.

April 24, 2007 – Increase in Base Penalty for Infractions

The Supreme Court amended IRLJ 6.2 to increase the base penalty for traffic and civil infractions effective April 30, 2007. This increase constituted an inflation adjustment to the JIS fee portion of the base penalties.

When there are changes in revenue splits, AOC must replace the BARS codes with new BARS codes using new percentage splits. AOC must also point laws and cost fee codes to the new BARS codes and in some cases update the fee amounts. Consequently, courts must add new records to each jurisdiction's DCXT tables for each new BARS and sub-account. When completing the DCXT screen, use a begin date of 04/30/2007.

The following sections have been updated: BARS Codes, Cost Fee Codes, and County Department Cross Reference Codes (DCXT).

March 6, 2007 – Language Codes

Two additional language codes have been added to the Person Description section:
MMS—Mam, Southern and QND—Not Yet Determined. Use QND when an interpreter is required but the specific language is not yet known.

March 5, 2007 – Language Code and Warrant Status Codes

Warrant status codes for three SCOMIS docket codes (ORAPP, ORWADFC, and RTW) were updated in the Status Codes section. (DMS 125)

February 9, 2007 - Participant Types Added

February 1, 2007 – New Court on JIS

Effective February 1, 2007, Grandview Municipal Court (GRM) is closing. Yakima District Court (YDC) will file new cases for the City of Grandview. YDC will continue to use the GRM court database to process cases with violation dates prior to February 1, 2007.

Documentation was also updated for a prior court change effective January 1, 2006. Dayton Municipal Court (DAM) closed and all active cases were transferred and refiled in Columbia District Court (COL.)

January 19, 2007 – Case Condition Codes

The Case Conditions Codes (Case Review/Tracking) section has been updated to include a new code STU-Student Court. This section of the manual now includes best practice suggestions for recently added codes. (Refer to RCW 3.72 for more information about Youth Court.)

June 7, 2006 – Sexual Assault Protection Order Act of 2006
On June 7, 2006, House Bill 2576, the Sexual Assault Protection Order Act (Chapter 138, Laws of 2006), takes effect. This law authorizes protection orders in sexual assault cases that are not domestic violence related. These may be criminal cases or they may be civil petitions for protection orders.
For a summary of all changes, see the new chapter called Sexual Assault Protection Order Act of 2006. This chapter is in the Case Initiation section of the JIS Online Manual.

May 10, 2006 – Decriminalization of Some Boating Laws
Effective June 7, 2006, RCWs 88.02.020 and 88.02.090 will be classified as Class 2 civil infractions instead of criminal charges pursuant to House Bill 1641, Vessel Registration Violations (Chapter 29, Laws of 2006.) Violations listed in other sections of RCW 88 were not changed by this legislation. A new BARS code, 352.40.00, will be created to reflect the bill’s directive: “…moneys collected under this section shall be credited to the current expense fund of the arresting jurisdiction.” Four statewide criminal laws will be end-effective dated and two new infraction laws will be added. Courts should review their local laws to see if similar changes should be made.

December 7, 2005 – Washington Indoor Clean Air Act
A new BARS code, 353.70.03, has been added to comply with revenue changes required by Initiative 901 changes to the Washington Indoor Clean Air Act. The Bail Schedule has been updated to include the new BARS code on several RCW 70.160 laws beginning December 8, 2005, the effective date of the law changes.

July 28, 2005 – Cost Fee Codes Update
Two bills passed in the 2005 legislative session affect the Name Change Auditor’s Fee (NCA) cost fee code. The legislation raised the surcharges collected under this cost fee code. The new total amount is $32. The description for the NCA cost fee code was modified to include these new surcharges. HB 1386 (Ch 442, Laws 2005) amended RCW 36.22.175 to increase the historical preservation surcharge for documents recorded with the county auditor from $2 to $5. HB 2163 (Ch 484, Laws 2005) added a new section to RCW 36.22.178 that establishes another $10 surcharge for each document recorded by the county auditor to support homeless housing and assistance.
The JISAC approved a user request for a new cost fee code (see Decision Management System request #77) to support offender transfers under the Interstate Compact outlined in HB 1402 (Ch 400, Laws 2005). The new code is TRA (Transfer Offender Fee) using a new BARS 342.33.08 which is 100% local. The effective date of the new code is 08-08-2005.

July 18, 2005—2005 Legislative Changes
The following legislation passed during the 2005 session affects accounting codes used by courts of limited jurisdiction. The begin effective date of these changes is July 24, 2005. Required DCXT entries can be made now as long as the begin date of the entry is 07-24-2005.
SB 5454 (Ch 457, Laws 2005) Trial Court Funding Provisions
Raises some existing fees.
- Establishes new fees including criminal conviction fees and civil/small claims counter/cross/3rd party claim filing fees.
- Raises law library amounts from $6 to $7.
- Establishes a new PSEA Equal Justice sub-account for the state portion of fee increases. To implement this legislation, the AOC created a new sub-account 54 titled PSEA 3. The state portion of amounts received from the fee increases legislated in SB 5454 is paid into this account, as is the state portion for all new fees.
SB 5461 (Ch 263, Laws 2005) Costs of Incarceration
- The description for Cost Fee Code PBR (Prisoner Room & Board) was changed to include the new statutory $100 maximum.
HB 1696 (Ch 406, Laws 2005) Fish and Wildlife Penalties
- Created a new Fish and Wildlife Enforcement Reward Account for penalties assessed under RCW 77.15. To implement this legislation, AOC created a new BARS and remit group and Cost Fee Code WIL is pointed to this new BARS.

June 24, 2005 – Cost Fee Codes for 2005 Legislative Changes
The following legislation passed during the 2005 session affects accounting codes used by courts of limited jurisdiction:
HB 1854
(Ch 288, Laws 2005) Withholding Driving Privileges effective July 1, 2005
● Establishes a Time Pay Administrative Fee applicable to monetary obligations imposed under RCW 46.63.110.
● A new Cost Fee Code (ITP) and BARS (341.33.06) were created. This new fee applies to IT cases only.
Additional updates will be released the week of July 18 for code changes effective on July 24, 2005. A more detailed preview document in Adobe Acrobat Reader (PDF) format is attached to the eService Center Answer 1231.

March 28, 2005 – Relationship Codes and Case Type Codes Updates
The Relationship Codes section was updated to include new codes used to process superior court termination of parental rights cases. A new JIS Person Business Rule 11.20 was approved by the JISAC to support termination of parent-child relationships in juvenile dependency cases under RCW 13.34. When juvenile departments begin to use the JCS application, new relationship codes and a new security authorization type will allow this business rule to be applied by all superior courts.
The Case Type Codes section has been updated to include the Respondent (RSP) as a valid participant in superior court Truancy cases (S7 case type with TRU cause).

June 4, 2004 – Domestic Violence Penalty Assessment
Effective June 10, 2004, Substitute Senate Bill 6384 adds a new section to RCW 10.99. The section allows superior courts and courts of limited jurisdiction to impose a penalty assessment not to exceed $100 on any person convicted of a crime involving domestic violence. Revenue from the penalty assessment is to be solely for the purposes of establishing and funding domestic violence advocacy and domestic violence prevention and prosecution programs.
A new Cost Fee code (DVA) and a new BARS code (356.90.08) have been added. The distribution for the new BARS code is 100 per cent local.

April 5, 2004 – Administrative Cost Mandatory Insurance
The DCXT section was updated to include an entry for BARS 352.30.00 with sub-accounts 10 and 20 (used for Administrative Cost Mandatory Insurance –MIC).

January 9, 2004 – Correction for Criminal Traffic Penalty/DUI
The Cost Fee Codes section has been updated to reflect a change in the BARS associated with Cost Fee Code TPD (Criminal Traffic Penalty – DUI) from 355.20.00 to 355.80.01. This $50 fee is subject to the PSEA 1 and PSEA 2 split 20 so the total fee amount should be $102.50.
The BARS and DCXT sections have also been updated to list TPD under 355.80.01 rather than under 355.20.00.

July 7, 2003 – PSEA Increase and $10 Additional Penalty for Traffic Infractions
Chapter 380, Laws of 2003 increased the Public Safety and Education Assessments (PSEA) and increased the $10 additional penalty for traffic infractions. Chapter 74, Laws of 2003, requires penalties for violations under RCW 18.160 (Fire Sprinkler Contractors) to be remitted to the Fire Protection Contractor License Fund.
When there are changes in revenue splits, AOC must replace the BARS codes with new BARS codes using new percentage splits. AOC must also point laws and cost fee codes to the new BARS and in some cases update the fee amounts. Consequently, courts must add new records to each jurisdiction's DCXT tables for each new BARS and sub-account.
New BARS codes have been added to JIS with an effective date of July 27, 2003.

June 24, 2003 – Additional Probation Cost Fee Codes
New Cost Fee codes and BARS codes are being added to JIS effective July 1, 2003. These new codes give courts that have differing fee schedules for probation services the option of reporting fees separately on the remittance report.
The new Cost Fee codes are:
ACT - Active Probation Fees
MON - Sentence Compliance Monitoring Fees
RCO - Record Check Only Fees
ACT can be used for active probation monthly fees. It is associated with a new BARS code 342.33.05. The revenue distribution is 100% local.
MON can be used for sentence compliance monitoring probation fees. It is associated with a new BARS code 342.33.07. The revenue distribution is 100% local.
RCO can be used for record check only probation fees. It is associated with a new BARS code 342.33.06. The revenue distribution is 100% local.
Courts may continue to use PRO (which has been renamed General Adult Probation Service Fees) in the same way they have used PRO in the past, or they can choose to use the new additional codes as appropriate.

April 1, 2003 – Cost Fee Code Updates
The BARS and DCXT sections have been updated to include a new BARS code for local parking infractions (354.00.03 – 100% current expense). This new code was added at the request of Cheney Municipal Court in order to identify local parking revenue separately from parking delinquency fee revenue on the remittance report. The use of this BARS code on any local parking law is optional. The existing BARS 354.00.00 (100% current expense) can continue to be used for local parking infractions.
The Cost Fee Codes section has been updated to clarify wording on the description for PBR (Prisoner Room and Board) to allow this code to be used for recoupment of costs associated with alternative sentence programs.
The Cost Fee Codes section has been updated to change the authority for IFA (Investigative Fund Assessment) from RCW 9.95.210 to RCW 10.01.160 and to clarify the description to allow this code for recoupment of sheriff or local law enforcement investigations of misdemeanors or gross misdemeanors.
The BARS, Cost Fee, and DCXT sections have been updated to include new codes for recovery of emergency response costs associated with violations of 46.621.502 (DUI), 47.68.220 (aircraft DUI), 88.12.100 (vessel DUI), 46.61.520(1)(a ) (vehicular homicide DUI), or 46.61.522(1)(b) (vehicular assault DUI). These codes may also be used by Superior Courts as A/R Types on the Create A/R screen. The new codes are:

January 13, 2003 – Cost Fee Codes Update
The Cost Fee Codes section has been updated to clarify the description for IFA (Investigative Fund Assessment). This code is appropriate to use for an assessment against a convicted defendant that is to reimburse the local law enforcement agency for investigations done on a DUI case.
The DCXT section has been updated to include a required remittance BARS for sub-account 11 (Court Current Expense) under BARS 361.40.01 (Interest Income). The required remittance BARS is 341.40.03.
