Education Subcommittee Conference Call

Meeting Minutes
February 5, 1998


The Minority and Justice Commission Education Subcommittee telephone conference call began at 10:05 a.m. on Friday, February 5, 1999. Those who participated were Judge Ronald E. Cox, Ms. Mary Campbell McQueen, Lonnie Davis, Ms. Ada Ko, Ms. Lorraine Lee, Ms. P. Diane Schneider, and Ms. Donna V. McConnell-Adams.

The subcommittee discussed the following three agenda items: Status of Bristol Claim, Equal Justice Newsletter Volunteers for Articles, and Further Subcommittee Projects.


Status of Bristol Claim

The subcommittee discussed the status of the Bristol Claim. The Minority and Justice Commission and Bristol Productions entered a contract that was signed February 18, 1997 and terminated by Bristol Productions on May 19, 1997. Judge Ronald E. Cox gave a brief history and some background information to the subcommittee members about the Bristol Claim. Judge Cox received authority from the Executive Committee to negotiate a settlement with Bristol Productions. Mr. Bristol and Judge Cox reached a verbal agreement of $1,300 as a full and final settlement of the claim.

The subcommittee discussed the idea of resuming the video vignettes project for which Bristol Productions had received the contract. Judge Cox explained that when the request for qualifications and quotations was sent out, Bristol Productions was the only company to respond. The subcommittee discussed increasing the list of potential consultants.

The subcommittee will forward names to Ms. Donna V. McConnell-Adams as soon as possible.


Equal Justice Newsletter Volunteers for Articles

The subcommittee discussed the Equal Justice newsletter and volunteers to write articles on behalf of the Education Subcommittee for the newsletter. Each article should consist of 300 to 500 words. The articles could report activities of the Education Subcommittee or a progressive cultural diversity education program from various courts. The following subcommittee members volunteered to write articles for the Equal Justice newsletter:

April issue (March 8, 1999 deadline) Ms. Mary Campbell McQueen
July issue (June 7, 1999 deadline) Ms. Lorraine Lee
October (September 7, 1999 deadline) Lonnie Davis

Upcoming Conferences

Representatives from the King County District Court Managers' Conference and the Court Support Orientation have invited the Education Subcommittee to conduct cultural diversity education programs. Ms. Esther L. Patrick is the contact for the King County District Court Managers Conference. Ms. Krista L. Goldstine-Cole, Office of the Administrator for the Courts, Judicial Education, is the contact for the Court Support Orientation. Details concerning the conferences are still pending.


1999 Judicial College Program

Judge Cox reported on the 1999 Judicial College Cultural Diversity Program held on January 26, 1999 at the Sheraton Hotel in Tacoma. Judge Cox thought that the program, presented by Achievement Architects North, was well received by the Judges.


Future Subcommittee Projects

The subcommittee discussed different methods to identify consultants who are qualified to present cultural diversity education programs for judicial and court employees. Ms. McConnell-Adams will work with Ms. Bev J. Yokoyama, Contracts Specialist, Administrator for the Courts on how to develop a Master Contract or Certification Contract.

The subcommittee discussed target audiences for future cultural diversity educational programs. Potential programs and audiences include:

  • Programs for new judges
  • Introductory educational programs for employees at every court level
  • Continuing education programs for sitting judges
  • Programs for court staff
  • Programs for Administration Law Judges
  • A joint program with the Gender and Justice Commission using the "When Bias Compounds: Ensuring Equal Justice for Women of Color in the Courts: curriculum.

A question was raised concerning the possibility of offering programs to non-court personnel such as law enforcement and probation officers, and guardians ad litem. The subcommittee discussed taking this question to the Executive Committee or the Commission for further discussion.


Next Meeting

The subcommittee discussed continuing to conduct telephone conference calls rather than in-person meetings. Subcommittee members who were available for the conference call thought Friday was an acceptable day. However, some subcommittee members who were unable to participate in the February 5, 1999 conference call would prefer a different day and time for any meeting.


Adjournment

The conference call was adjourned at 10:40 a.m.
