Call to Order:
Judge Vicki Hogan, board chair, called the meeting to order.  Judge Hogan welcomed and introduced the guests and then asked Board members to introduce themselves for Commissioner Joseph Valente, a new board member.

Minutes:

A motion was made and properly seconded to approve the retreat minutes from June 22 and 23, 2007.  The motion passed and the minutes were approved.

Chair’s Report:

Judge Hogan reported that she was pleased to announce that the Supreme Court had reappointed board members, Robin Balsam, Ruth Craven, and John Jardine to another term.

Judge Hogan encouraged judicial officers to encourage their peers to consider becoming members of the Board. A judicial vacancy is available due to Judge Hogan’s departure.

The Supreme Court appointed Judge Van Deren the new chair of the Board. To facilitate the transition, Judge Hogan created a “Chair’s Manual” and passed it on to Judge Van Deren.

Vice Chair’s Report:

Judge Van Deren thanked everyone involved in revising the guardian regulations.  She appointed Commissioner Prochnau chair of the Standard of Practice Committee and asked all board members to inform her of their interest in serving on committees.

The Board went into Executive Session.

Following is the list of applicants who were reviewed for certification as professional guardians and the disposition of their applications.

A motion was made and properly seconded to approve the application of Kvinge, Carin.  Motion approved.

A motion was made and properly seconded to approve the application of Miller, Benjamin. 
Elizabeth Turner abstained.  Motion approved.

A motion was made and properly seconded to approve the application of Riensche, Nathan. 
Elizabeth Turner abstained.  Motion approved.

A motion was made and properly seconded to approve the application of Slote, Colin.  Motion approved.

A motion was made and properly seconded to approve the application of Ohana Fiduciary Corp.  
Elizabeth Turner abstained.  Motion approved.

A motion was made and properly seconded to approve the appeal of denial of certification of
Loveland, Giselle.  Motion approved.

A motion was made and properly seconded to deny the appeal of denial of certification of Franklin, Janet.  Motion approved.

A motion was made and properly seconded to deny the appeal of denial of certification of Parish, Linda.  Michael Longyear abstained.  Motion approved.

A motion was made and properly seconded to approve requests to voluntarily surrender certification received from the individuals listed below. Motion approved.

Committee reports:

Application Committee

Guardian survey results were discussed.  Although the survey was not a scientific study it provides a good snapshot of the complexity of tasks guardians are expected to perform.  Board members commented that the wide range of tasks required more than a two-day training class.

Education Committee

The mandatory training scheduled for September 20 and 21 is ready with all faculty confirmed.

The Education Committee encouraged the Board to approve the proposal to develop a 90-hour non-credit certificate program with the University of Washington to replace the current two-day training session.  A motion was made and properly seconded to pursue development of a certificate program with the University of Washington Extension Office.  Motion passed. 

The Board agreed to exercise the option for the King County Bar Association (KCBA) to provide one two-day initial mandatory guardian certification training session in 2008. KCBA may offer the course within the January to July 2008 timeframe.

Regulations Review

Review of revised General Rule 23 and the Administrative and Disciplinary Regulations was set over for the October meeting.

Standard of Practice Committee (SOPC)

Proposed Standard of Practice (SOP) 401.18 was discussed at length with a copy of the SOP and public comments provided.  Several recommended revisions were received. The SOP was tabled until the next meeting.

The Review Panel for Grievance 2003-011 will provide recommendations at the October meeting.

Grievance 2006-006 Victoria Nave, former CPG # 9344.  The Board decertified Ms. Nave in July 2007 for her failure to complete her required continuing education for 2006.  After the date of her decertification, Ms. Nave sent the Board a signed Disciplinary Settlement Agreement agreeing to a reprimand for the conduct alleged in the underlying grievance in this case.  The Review Panel investigating the grievance had proposed the Agreement to Ms. Nave prior to her decertification by the Board.  It was moved, seconded and passed that the Board approve the proposed Disciplinary Settlement Agreement and retain it in Ms. Nave’s Board file.

The SOPC will meet immediately following the Board meeting.

Old Business:
Dirk Marler, AOC Judicial Services Division Director, reported that AOC received resumes from a significant number of qualified applicants for the Grievance Investigator position. Interviews should occur in September with an expectation of having someone hired by October.

The Status Report of CPGs was reviewed. 


New Business: None.

Presentation:
To commemorate Judge Hogan’s last meeting as chair and member of the Board, Judge Van Deren presented her with a letter from Chief Justice Alexander, a certificate of appreciation, a plaque, and flowers for her many years of service. 

The Board presented Ray Dingfield, another departing board member, a letter from Chief Justice Alexander and a certificate of appreciation for his many years of service. 

Announcements:
The next Board meeting is scheduled for
October 1, 2007, 9 a.m. at the Kilroy Center.

Adjourn:  Judge Hogan adjourned the meeting.
