The Hope Card Program makes it easier for individuals with full civil protection orders to carry important details about their orders. These wallet-sized, durable cards include the information law enforcement needs to verify a protection order if a violation occurs. Hope Cards are a simpler way to inform police, employers, schools, or landlords about your protection order and are free.

Hope Cards are valid as long as your protection order is active. If your protection order is updated, renewed, dismissed, or expires, please destroy the old cards and request free replacement cards through our website.

A Hope Card isn't a substitute for a protection order, and you must already have a full protection order to request a Hope Card. Requesting a Hope Card on this site is not an application for a protection order. If you already have a full (not temporary) protection order, use the information on your protection order paperwork to fill out the Hope Card request form below. Washington's Hope Card Program offers survivors an easier way to carry vital information about their full orders of protection.

Instead of carrying a full legal civil protection order with you at all times, you can keep the smaller, durable, and more accessible Hope Card with you. Hope Cards are available to anyone issued a protection order, including minor children, and are completely free.

The card includes all the information law enforcement needs to verify the protection order if a potential violation occurs, including the following:

  • The name of the person restrained and their identifying information
  • The names of the persons protected
  • The protection order case number and issuing court
  • The protection order's issuance and expiration dates

Hope Cards are free and can be used until your protection order expires, is dismissed, or is modified. Cards are available to anyone with these types of valid full civil protection orders:

  • Domestic Violence Protection Order (DVPO)
  • Sexual Assault Protection Order (SAPO)
  • Stalking Protection Order (SPO)
  • Vulnerable Adult Protection Order (VAPO)
  • Anti-Harassment Protection Order (AHPO)

Hope Cards cannot be issued for Temporary Protection Orders. Protection orders must be past temporary status before cards can be issued. Additionally, Hope Cards cannot be issued for No-Contact Orders (NCO) in a criminal case, Extreme Risk Protection Orders (ERPO), nor Restraining Orders.

Please note that requesting a Hope Card is not the same as applying for a protection order. You must first apply for and receive a valid, full protection order to be able to request a Hope Card.

I have an eligible protection order; do I have to participate in the Hope Card Program? The Hope Card Program is a completely voluntary program for those with eligible civil protection orders. A Hope Card is not required to have a protection order enforced.

I am undocumented or not a U.S. citizen. I have a Washington protection order. Can I participate in the Hope Card Program? Yes! You do not need to be a U.S. citizen to request a Hope Card.

When can I request a Hope Card? Hope Cards may be requested anytime from the date the order is made final until it expires or it is terminated. Hope Cards cannot be issued for Temporary Protection Orders (orders must be past temporary status before cards can be requested).

When will I receive my Hope Card? We will process your request within 14 business days and mail your Hope Card(s) via USPS mail. We approve requests from all eligible parties. If we need more information or if you are not eligible for the card, you will be notified by mail at the address you provide on the Request Form.

What should I do until my Hope Card arrives? You are advised to carry the paper version of your protection order until your Hope Card arrives.

What if my Hope Card is lost or stolen? What if I need additional cards? If additional or replacement cards are needed, please submit a new Request Form. Once your request is approved, you will be issued a Hope Card for each protected party listed on the order.

What should I do if protection order is modified or changed after I receive a Hope Card? If your protection order is modified or changed, request a new Hope Card and destroy outdated Hope Cards.

Are Hope Cards free? Yes, Hope Cards are free.

Who runs Washington's Hope Card Program? Washington's Hope Card Program is centrally administered at the Administrative Office of the Courts (AOC) with a dedicated program team focused on supporting, sustaining, and growing the initiative. This program serves the courts and the public, providing a centralized source for information, requests, and the issuance of Hope Cards in Washington state.

How did the Hope Card logo originate? Adoption of this logo pays homage to the first Hope Card Program, known as the Purple Feather Campaign, and was created in 2004 in partnership with the Crow Tribe in the state of Montana.

How many cards will I receive?After your request is approved, a Hope Card will be issued for each protected person, plus an extra card.

What information is displayed on Hope Cards? The Hope Card will include the following information from the Administrative Office of the Courts' database, when available:

  • The restrained person's name, date of birth, sex, race, eye color, hair color, height, and weight
  • The protected person's name and date of birth
  • The names and dates of birth of all others protected under the order (for instance, minor children)
  • Information about the protection order including the name of the court that issued the protection order, the protection order's case number, the date the protection order was issued, and the date the protection order will expire

How did Washington's Hope Card Program start? On May 4th, 2023, Governor Inslee signed HB 1766 into law, establishing the Hope Card program in Washington state. Beginning January 1, 2025, protected parties who have full protection orders can request free Hope Cards.
