What is the Business Problem or Opportunity

AOC maintains a server that hosts three applications that were developed by a company named Vant4ge (formerly Assessments.com). These applications are:

  • Positive Achievement Change Tool (PACT)
  • Juvenile Detention (MH-JDAT and MAYSI-2)
  • Misdemeanant Corrections (Misdemeanant Probation)

In 2020, AOC assumed control of these applications with the plan to replace them with applications that are integrated in JCS and CLJ-CMS.

It is our desire to complete the work to rehost these processes and retire these applications and their server.

Before these servers can be retired, the following steps must be completed:

PACT:

  • Add notification to website that the application is in the process of being retired.
  • Complete the assessment portion of JCAT (person add is not required).
  • Convert PACT data into JCAT or archive data so it can be accessed in the future.
  • Work with customers to identify and address gaps and provide solutions or work-arounds.
  • Disable PACT application

Juvenile Detention

  • Add notification to website that the application is in the process of being retired.
  • Work with customers to identify and address gaps and provide solutions or work-arounds.
  • Add Juvenile Detention (MH-JDAT) results to the Data Warehouse.
  • Convert Juvenile Detention data into JCS or archive data so it can be accessed in the future.
  • Disable Juvenile Detention application

Misdemeanant Corrections

  • Add notification to website that the application is in the process of being retired.
  • Identify customers to determine how this system is being used.
  • Identify and address gaps and provide solutions or work-arounds.
  • Convert Misdemeanant Corrections data into JCS or archive data so it can be accessed in the future.
  • Disable Misdemeanant Corrections application

Expected Benefit:

Allow these applications and/or processes to be hosted in a single location.

Allow AOC to retire unsupported applications.

Allow AOC retire servers.

Proposed Solution

The Administrative Office of the Courts (AOC) would decommission based on the following:

• Convert PACT data into JCAT or archive data so it can be accessed in the future.
• Work with customers to identify and address gaps and provide solutions or workarounds.
• Disable PACT application
The decommissioning of PACT is dependent upon the development of the new JCAT application. If JCAT has a phased implementation, PACT may be decommissioned once the version that replaces these capabilities exists in JCAT. It is estimated that the full completion of the JCAT project will take approximately two years.
Juvenile Detention:

• Work with customers to identify and address gaps and provide solutions or workarounds.
• Add Juvenile Detention (MH-JDAT) results into the Data Warehouse.
• Convert Juvenile Detention data into JCS or archive data so that it can be accessed in the future.
• Disable the Juvenile Detention application.
Misdemeanant Corrections (Misdemeanant Probation)
• Add notification to website that the application is in the process of being retired.
• Identify customers to determine how this system is being used.
• Identify and address gaps and provide solutions or workarounds.
• Convert Misdemeanant Corrections (Misdemeanant Probation) data into JCS or archive data so it can be accessed in the future.
• Disable the Misdemeanant Corrections application
The users of the Misdemeanant Corrections (Misdemeanant Probation) application don't currently have access to JCS.
For the CLJ courts, probations will be addressed by the Enterprise Justice (EJ) Supervision application. This will only support courts that have been onboarded to the new EJ for CLJ Case Management System (CMS) application. It will take five to six years before all CLJ courts will be onboarded to this new CMS.
