Impact Description:

Risks in undertaking this project include:

  • The largest risk of undertaking this project is a lack of sufficient change management communications about the updated login process. This may increase the overall support overhead incurred by AOC and increase overall court frustration with the Blake upload process. It could further reduce the amount of refund information made to the Blake Refund Bureau by the courts as a result, thus endangering AOC's ability to ensure compliance with Supreme Court order. This risk will be mitigated by coordination with Court Education Services on change management and communications to users.
  • Even with appropriate change management, court users may require increased short-term support to help adjust to utilizing either their local Microsoft 365 logins or locally created eIdP accounts.
  • Not all court users may have an appropriate e-mail address in the eIdP database. This will be mitigated by a data quality check within the eIdP program to ensure that all users have appropriate e-mail addresses entered.
  • Unanticipated design or systems issues may be caused by the transition to eIdP logins. This will be mitigated with the stabilization period for this project. Mitigation of issues or concerns may require collaboration with eIdP support staff.

Risks in not undertaking this project include:

  • Blake clerks portal users will continue to use a login mechanism that causes security issues within AOC's ecosystem. In addition, support overhead for that mechanism will continue to be incurred.
What is the Business Problem or Opportunity

As a result of the Washington Courts outage in November of 2024, the Blake clerks portal was identified as having deficiencies in its implementation of its login processes. To remediate these issues, the Blake clerks portal will be updated to use the eIdP to coordinate court user logins.

Expected Benefit:

This project will be successful when:

  • The clerks portal application utilizes the eIdP for user logins and can successfully associate an eIdP user with their user record using an e-mail address alone.
  • Clerks portal users are successfully migrated to eIdP-based logins.

Update the Blake clerks portal to utilize the eIdP for user logins. Update the method that clerks portal
uses to look up user access information to use e-mail addresses.

Proposed Solution

Blake clerks portal users, at the end of this project, will be able to utilize either their own
Microsoft 365 accounts or a local eIdP account to log in. This will allow them more flexibility in
managing their own identities and associated information. In addition, this sets the groundwork
for larger adoption of the eIdP within AOC's suite of applications. As more applications
onboard, court users will be more familiar with the process and more likely to utilize AOC
applications, as they will no longer have to interact as much with AOC staff for account
management purposes.
