January 23, 2015 – BARS Code Update

Upon mandate of the Washington State Auditor’s Office, the BARS code for Reimbursement for DUI Emergency Response – Fire Protection Services has been updated from 342.20.00 to 342.21.00.

October 20, 2014 – JRS update – New BARS Codes, Chart of Accounts Update, DCXT Update, New Transaction Codes

With the approval of the JIS Codes Committee on 6/10/14, new Tran Codes and BARS codes were created to facilitate tracking of funds receipted for pre-trial supervision fees assessed for therapeutic court participation in criminal and juvenile cases. The fees may not exceed $150. New codes are:

June 12, 2014 – New A/R Type Code, New BARS Code, DCXT Update, Chart of Account Update

In accordance with RCW 9A.40.100, new codes were created to assess and receipt the additional penalty for Prostitution/Trafficking Intervention. An update was made to A/R type codes manual to add PTS code and updates to the DCXT Worksheet, BARS code manual and Chart of Account to add new BARS code 351.90.14.

SB 1291 Sex Trafficking – Victim Services – With the approval of the JIS Codes Committee, a new remit group (43), 2 new bars codes were created. Splits were changed to 351.90.13. The new code and related BARS Codes have been added to the following manuals:

June 1, 2012 – 2012 Legislation Changes Effective 6/7/2012

ESHB 1983 – Prostitution and Trafficking Crime Penalties and ESB 6608 – Judicial Stabilization Trust Account Surcharge both required changes to some existing codes. New BARS Codes were created for ESHB 1983. The existing BARS Codes were used for ESB 6608, however the splits have changed. All changes have been documented in the following manuals:

July 18, 2011 – 2011 Legislative Changes Effective 7/22/2011 (Accounting)

ESHB 1789 DUI Accountability (2011 Legislation) added the following:

● Remit Group 69 – Highway Safety Acct (106-1) 386.89.14
● Remit Group 77 – Death Investigations Acct (02K-1) 386.89.15
● Cost Fee Code: DUC (DUI-DP Acct Fee) 351.91.11. Fee is $200.00.

E2SHB 1267 Domestic Partnership/Parentage (2011 Legislation) required gender-neutral terms. In most occurrences in JIS applications, “paternity” was changed to “parentage,” except where Paternity is the correct legal term.

● JRS Transaction Code 1240 – Title changed to Fee, Attorney’s Fees Adoption/Paternity.
● “Paternity” was changed to “parentage” in the instructions for use of a JRS Transaction Code, as necessary.

March 19, 2009 – Court Update

Silverdale Branch of the Kitsap District Court closed on March 19, 2009. All cases are filed in the Port Orchard office.

January 30, 2009 – Court Update

Kittitas Municipal Court closed 1/1/2009, active cases refiled in Lower Kittitas District Court. The City of Algona is contracting with the City of Pacific for municipal court services effective 1/1/2009. Lakes Stevens Violation Bureau (LSV) code added for future use. The Court IDs section was updated.


January 12, 2009 – Court Update

Spokane Municipal Court became an independent court on 1/2/2009. The Court IDs section was updated.

December 22, 2008 Language

Additional interpreter language codes have been added to the Person Description section: TRC—Triqui, Copala, TRQ—Triqui, San Martin Itunyoso, TRS—Triqui, Chicahuatla.


December 5, 2008 – Court Update

Pateros Municipal Court discontinued their interlocal agreement with Brewster Municipal Court and contracted with Okanogan District on 8/1/2008. The Court IDs section was updated.

The description and authority for AR type code “BGV - Fine – Big Game” were updated based on Chapter 148, Laws of 2006. The AR Type Code section has been updated.

November 3, 2008 – Court Update

Twisp Municipal Court (TWM) has been added to the to the Court IDs section. The court was implemented as a JIS court on November 3, 2008.

October 23, 2008 - Language

An additional interpreter language code has been added to the Person Description section: CHA--Chamorro.

October 20, 2008 - Language

An additional interpreter language code has been added to the Person Description section: PAU--Palauan.

September 22, 2008 - Language

Additional interpreter language codes have been added to the Person Description section:
MAL—Malayalam, BLQ—Baluan-Pam and GBZ—Dari, Zoroastrian.


June 19, 2008—JRS Version 3.13

JRS Version 3.13 will be available for download from June 19, 2008, to July 11, 2008.
Effective immediately after the upgrade:

○ Transaction code 1507 – Fee, Facilitator User: Modified the amount for this transaction code to allow between $0.01 and $9,999,999.99.
○ Transaction code 1590—Passport Photo Fee: Added a new transaction code for receipting a fee charged for providing passport photo services.

Effective January 1, 2009:

○ Transaction code 1517 – Dissolution Mediation Fee: Pre- and post-decree mediation services at reduced or waived fee to parties within one year of the filing of the dissolution petition for issues relating to residential time or other matters governed by the parenting plan. See 2SSB 5470 (Chapter 496, Laws 2007).

Effective July 1, 2009:

○ Transaction code 1513 – Dissolution Services Surcharge
○ Transaction code 1514 – Dissolution Services User Fees
○ These Transaction codes are used by courts that provide seven specific services to all parties involved in proceedings under Chapter 26.09 RCW. See eService Center Answer ID 2010. See also 2SSB 5470 (Chapter 496, Laws 2007.)

The JRS Transaction Codes, DCXT Worksheet and Report, Chart of Accounts, and BARS Codes Cross Reference by Transaction Code sections have been updated.

June 12, 2008—2008 Legislative Changes

The following legislation passed during the 2007 session affects codes used by the Superior Courts. Unless otherwise indicated, the effective date of the changes is June 12, 2008.
Domestic Partnerships—2SHB 3104 (Ch 6, Laws 2008)

● Relationship codes of “DPR-Domestic Partner” and “XPR-Former Domestic Partner” were added for use on the Family Relationship Case (FRC) and Family Relationship History (FRH) screens. These codes should be used for domestic partnerships registered with the Secretary of State’s Office.

○ Updated manual section: Relationship Codes

● Several JRS transaction codes were expanded to include new cause codes for dissolution, separation and invalidity of domestic partnerships. Because these cause codes are subject to the DV Prevention Surcharge, use transaction codes 1103 or 1106 for filing fees, or 1512 to receipt the DV Prevention Surcharge separately. (Reminder: Use the Tran Code Local table in JRS to change the Document Validation flag if desired.)

○ Updated manual section: JRS Transaction Codes
○ See the Cause Codes section of the SCOMIS Code Manual and JIS Case Processing (Superior Courts) in the JIS Online Manual for more information on the new domestic partnership cause codes.)

DNA Identification—2SHB 2713 (Ch 97, Laws 2008)

● Nine new cost fee codes have been added for the new $100 DNA fee required for defendants convicted of specific misdemeanors. The agency responsible for collecting the DNA sample receives 20% of the $100 fee.
● See the DNA Identification Fees chapter in the Receivables section of JIS Online Manual for instructions for determining which code to use.

○ Updated manual sections: A/R Type Codes, BARS Codes Cross Reference by A/R Types, DCXT Worksheet and Report, and Chart of Accounts.

Truancy Fines-Court Actions—6398 (Ch 171, Laws 2008)

● Several RCWs have been added to the Authorities listed for the series of Truancy Fines: 28A.225.010, 28A.225.015, 28A.225.080, and 28A.225.090.

○ Updated manual sections: A/R Type Codes.

February 7, 2008—Updated List Authorities

References to legislative session Chapter and Year listed in the Authority column were changed to RCWs now that the bills have been codified. Also, the amount for transaction code 1591—Fee, Passport has been updated from $30 to $25 to reflect the U.S. Department of State changes effective February 1, 2008.
The AR Type Codes and JRS Transaction Codes sections have been updated.

October 19, 2007

The format and information in the Court IDs section was updated to include non-JIS courts.

October 8, 2007—JRS Version 3.12

JRS Version 3.12 will be available beginning October 8, 2007. It includes a new JRS transaction code: 1566—Pre-Trial Supervision Costs. Download the new version to all JRS registers by October 26, 2007. Installation Instructions are available on the inside.courts.wa.gov Web site. If your court does not want to do document validation for the new transaction code, remove the check mark in the Document Validation Flag field in the Transaction Code Local Table in JRS. For assistance, see the Tables section in the JIS Online Manual.

Substitute Senate Bill 6100 (Ch 367, Laws 2007) amended RCW 10.01.160 to authorize the court to impose costs for pre-trial supervision, not to exceed $150. The bill was effective 7/22/2007. Courts were advised at that time to use a different transaction code temporarily until this new transaction code was added to a new version of JRS.

The following sections have been updated: Chart of Accounts, JRS Transaction Codes, A/R Type Codes, BARS Codes Cross Reference by Transaction Code, and DCXT Worksheet and Report.

September 11, 2007

Add S27 to courts using local cost fee codes for $20 law library.

July 22, 2007—2007 Legislative Changes

The following legislation passed during the 2007 session affects accounting codes used by County Clerks’ offices. These sections have been updated: Chart of Accounts, JRS Transaction Codes, A/R Type Codes, BARS Codes Cross Reference for A/R Types, and DCXT Worksheet and Report. Unless otherwise indicated, the effective date of the changes is July 22, 2007. The following changes were made to implement the 2007 legislative changes:
Overpayments Received by Courts—HB 1994 (Ch 183, Laws 2007)

● RCW 63.29.130 was amended to allow courts to retain overpayments of $10.00 or less.
● On 7/22/2007, courts may establish an overpayment threshold amount for the court on the Court Profile Maintenance (CPFM) screen in the “Remit overpayments of $xx.xx and under to the Treasurer” field. This will affect payments receipted with transaction codes 3300 and 3400.
● The description for JRS transaction code “1503—Overpayment Revenue” was expanded.

Pre-trial Supervision Costs—SSB 6100 (Ch 367, Laws 2007)

● RCW 10.01.160 was amended to authorize the court to impose costs for pre-trial supervision, not to exceed $150.
● A new JRS Transaction Code will be implemented in the near future for costs that are imposed and collected before sentencing. Until then, it is suggested that courts use another 100% local transaction code that they are not using for other purposes. See the JRS Transaction Codes section to review the currently available transaction codes.
● A new A/R Type Code “PSS-Pre-trial Supervision-SC AR” was added for case types 1 and 8. Use the PSS code on the Create A/R screen if the costs are imposed at time of sentencing.

Protection of Vulnerable Adults—ESHB 1008 (Ch 312, Laws 2007)

● For petitions for protection of vulnerable adults:

○ No filing fee may be charged to the petitioner.
○ Standard forms and written instructions shall be provided free of charge.

Sexual Assault Protection Orders—HB 1437 (Ch 55, Laws 2007)

● No filing fees may be charged to petitioners.
● No service of process fees may be charged.
● Certified copies shall be provided at no cost.

Office of Public Guardianship—SSB 5320 (Ch 364, Laws 2007)

● For guardianship petitions in which an incapacitated person is receiving public guardianship services:

○ No filing fee shall be charged.
○ Court costs shall be waived.

Commercial Sexual Abuse of Minors—SSB 5718 (Ch 368, Laws 2007)

● Increased the Prostitution Prevention and Intervention (PPI) A/R Type code from $250 to $550.

BARS Code Cleanup

● The remit group on BARS code 386.96.00—State Remittance Crime Lab Analysis was changed from 40 to 76.
● BARS code 341.98.02 was added as a “placeholder” for County Crime Victim/Witness Program so it would not be used for other purposes.

May 1, 2007

Additional interpreter language codes have been added to the Person Description section:
MAH—Marshallese, PNB—Panjabi, Western, and PMU—Panjabi, Mirpur. Also the spelling of “Punjabi, Eastern” was changed to “Panjabi, Eastern” for language code PNJ.

A new law enforcement agency code PRE—Prescott Ordinance Enforcement was added to the Law Enforcement Agency (LEA) Codes section.

March 30, 2007

JRS Version 3.11 and Installation Instructions are available on the Judicial Information System > Projects & Plans > Completed Projects > Judicial Receipting (JRS) Enhancements page on the Inside Courts Web site. Version 3.11 must be downloaded and installed by close of business day April 13, 2007.

JRS Version 3.11 restores the ability to resize the receipt screen to reduce the large blank area in the center of the screen and to bring the command buttons closer to where entries are made. No changes were required for any code manual chapters.

March 12, 2007

JRS Version 3.10 and Installation Instructions are available on the Judicial Information System > Projects & Plans > Completed Projects > Judicial Receipting (JRS) Enhancements page on the Inside Courts Web site. Version 3.10 must be downloaded and installed by close of business day March 23, 2007.

Version 3.10 corrects the problems described below, which were introduced in a prior JRS version:

● The password reset button was grayed out, so courts could not reset passwords.
● The center arrow buttons were grayed out in Security Administration, so User Groups and Privileges could not be moved from Currently Available to Currently Assigned.
● Several courts experienced slow response time and “clocking” after upgrading to version 3.07.

No changes were required for any code manual chapters.

March 6, 2007

Two additional language codes have been added to the Person Description section: MMS—Mam, Southern and QND—Not Yet Determined. Use QND when an interpreter is required but the specific language is not yet known.

March 5, 2007

Warrant status codes for three SCOMIS docket codes (ORAPP, ORWADFC and RTW) were updated in the Status Codes section. (DMS 125)

A new language code BOS-Bosnian was added to the Person Description section.

February 9, 2007

The Case Type Codes section was updated to add participant types CWD – Case Worker for Defendant/Respondent, CWP – Case Worker for Plaintiff/Petitioner for Juvenile Referrals and Detention Episodes.

February 5, 2007

The Person Description Codes section has been updated to include two interpreter languages, VMC (Mixtec, Juxthahuaca) and LIN (Lingala).

December 4, 2006

JRS Version 3.07 and Installation Instructions are available on the Judicial Information System > Completed Projects > Judicial Receipting (JRS) Enhancements page on the Inside Courts Web site. Version 3.07 must be downloaded and installed by close of business day December 15, 2006.
Four problems were corrected with this version of JRS:

A valid User ID and expired password would allow receipting and table updates to be done under some circumstances.
● An error message was received when court staff used the “Clone Original” feature for a reassignment after reversal of a payment for a juvenile diversion case.
● At multiple register sites, Satellite Year-to-Date totals on the master register did not clear correctly at end of year.
● JRS was incompatible with some other web applications on the PC.

No changes were necessary for any online documentation other than Recent Updates.

November 20, 2006

The Person Description Codes section has been updated to include four new hair colors (orange, green, pink and purple).

The Law Enforcement Agency Codes section has been updated.

October 3, 2006

The Court IDs section has been updated to reflect a change for South Prairie Municipal Court (SOP) and Bonney Lake Municipal Court (BOM).

August 23, 2006

The short titles for BARS codes used in the “Counter-, Cross-, 3rd Party Claims – Unlawful Detainer” series have been changed. The changes are:

● BARS code 341.23.67—from CC3RDUNDET$17LL to CC3RD UNL DTFIL
● BARS code 341.23.68—from CC3RDUNDET$20LL to CC3RD UNLDT20LL
● BARS code 341.23.69—from CC3RDUNDET$30LL to CC3RD UNLDT30LL

The new titles will appear on the Remittance Summary Report for transaction code 1138 receipts. No changes were necessary for any online documentation other than Recent Updates.

July 26, 2006

Grand Coulee Municipal Court (GCM) became a JIS court on July 17, 2006. The Court IDs section has been updated.

June 7, 2006—Sexual Assault Protection Order Act of 2006

On June 7, 2006, House Bill 2576, the Sexual Assault Protection Order Act (Chapter 138, Laws of 2006), takes effect. This law authorizes protection orders in sexual assault cases that are not domestic violence related. These may be criminal cases or they may be civil petitions for protection orders.
For a summary of all changes, see the new chapter called Sexual Assault Protection Order Act of 2006. This chapter is in the Case Initiation section of the JIS Online Manual.

May 15, 2006

JRS Version 3.06 is available on the Judicial Information System Completed Projects page on the Inside Courts Web site. Version 3.06 must be downloaded and installed by close of business day June 2, 2006. Installation instructions are being e-mailed to County Clerks and Site Coordinators.
Most of the changes described below are effective as of June 7, 2006 (the change to Tran Code 1535 is effective as soon as Version 3.06 is installed). Version 3.06 includes the following JRS Code changes:

Because of Legislative action, a new JRS Transaction Code 1138 was added for Counter, Cross, 3rd Party Claim filing fees for Unlawful Detainer. This code uses a new BARS code 341.23.67 which is split among Local, Law Library, and PSEA 3 accounts.

On or after June 7, 2006, before using this code, you must add a DCXT record in JIS for 341.23.67 as indicated below (courts using the $20 Law Library fee should add a record for BARS 341.23.68 instead):

The amount for JRS Transaction Code 1190 – Fee-Torrens Act/Water Filing was changed from a range of $3 to $35 to a range of $20 to $25.

JRS Transaction Code 1535 – Fee-Blank Court Video Tape was changed so that case number is optional and all case types are allowed.

November 21, 2005

A new AR type code EXJ (Fee, Extension of Judgment) was added as of November 21, 2005. This is a $200 fee for extension of judgment on criminal cases. The authority for this code is RCW 36.18.016(14).

The new AR type code uses a new BARS code (341.34.05). The funds are distributed 100% locally. You may want to add a record for 341.34.05, sub-account 10, to your DCXT table.

August 3, 2005

The Washington State Auditor's Office (SAO) has requested a change in the BARS code for the thirty cent local administrative portion that is part of the Domestic Violence (DV) Prevention surcharge.  This thirty cent amount is subtracted from domestic filing fees (transaction codes 1103 and 1106) as well as from transaction code 1512 (DV Surcharge). The thirty cent amount is apportioned to the local court for administrative expenses. 
To comply with the SAO's request, the BARS code for this thirty cent distribution has been changed from 361.40.04 to 341.34.03.  The funds are still directed to sub-account 11 (Court Current Expense).
Counties must change their DCXT table for 341.23.12 sub-account 11, 341.23.13 sub-account 11, and 386.89.06 sub-account 11. See the DCXT section for details.
In addition to the DCXT section, the 2005 Legislative Codes and JRS Transaction Codes sections have been updated.

As a result of legislation (SB 5454 and HB 1314), eight new transaction codes are being released in July. There are fee changes for 19 other transaction codes. These changes are effective July 24, 2005. A CD titled “JRS 2.08 Release” will be sent to county clerks. This CD should be installed on all JRS PCs by July 24, 2005.
These changes are summarized in the 2005 Legislative Codes Preview.
Other changes include:
● Case type 3 will be valid for transaction code 1203 (formerly titled Adoption/Paternity Facilitator Filing Fee; renamed Case Type 3, 5 Facilitator Filing Fee--No DV Surcharge).
● Case type 5 will no longer be valid for 1103 (Domestic Facilitator Filing Fee). Because case type changes do not have effective dates, this change will occur as soon as you install the CD. Use transaction code 1203 for case type 5 Facilitator Filings instead.
● Case types 2 and 4 will no longer be valid for 1508 (Surcharge—Facilitator Program).
● The amount for AR Type FRC (Criminal Filing Fee) has increased to $200.
● The BARS code for AR Type BGV (Big Game Fine) has changed.
● The allowable amount for jail costs (JLR) has increased to $100 per day (SB 5461).

A 2005 Legislative Codes Preview section was added. This section summarizes superior court code changes that will take effect July 24, 2005 as a result of Senate Bill 5454 and House Bill 1314. Detailed documentation for these codes will be published by the end of June, and a JRS CD will be sent to County Clerks in early July.

A new section listing School Codes was added.
School Codes are used by juvenile departments and superior courts on page 2 of the Individual Information (PER) screen to associate a specific school with a juvenile. Refer to the Maintain Person Records topic in the JIS Online Manual for instructions on adding or updating school information for a juvenile. School information for a juvenile displays in the JCS application on the PERDET (Person Detail) screen. School information for a juvenile is also bridged and displays in JUVIS on the JIMU screen in the School Dist, Name, and Loc fields and on JICH/JIMD screens in the School Name and Dist fields.
School District and School Codes are also used by superior courts in processing truancy cases. The School District (an SD-type organization) is the default person type for the Petitioner in a truancy case; however, a specific school can be added as the Petitioner on the Civil Case Filing (CIVA) screen. Refer to the Non-Criminal Cases topic in the JIS Online Manual for instructions about truancy case filing.

March 28, 2005—Relationship, Case Type Codes

The Relationships Code section was updated to inlcude new codes used to process superior court termination of parental rights cases. A new JIS Person Business Rule 11.20 was approved by the JISAC to support termination of parent-child relationships in juvenile dependency cases under RCW 13.34. When juvenile departments begin to use the JCS application, new relationship codes and a new security authorization type will allow this business rule to be applied by all superior courts.

The Case Type Codes section has been updated to include the Respondent (RSP) as a valid participant in Truancy cases (S7 case type with TRU cause). The process for initiating a Truancy case in JIS will be changed to allow the JIS case participants to be the Petitioner (a school or school district) and the Respondent. The Petitioner is to be an SD-type or ED-type of organization in JIS. The Respondent is to be an IN-type person in JIS. When juvenile departments begin to use the JCS application, the CIVA screen programs will be modified to support this change.

Four new BARS codes were added to JIS effective January 3, 2005: 336.01.03, 336.01.20, 336.01.01, and 336.01.06. The revenue split for all of these new codes is 100 percent local.

The codes were added to JIS to support upload of attorney address information from the Washington State Bar Association. The country code is a required part of a person's address. The default code is US, but any valid code can be used.

June 1, 2004-PDV

Because of legislative action, a new AR code PDV (Penalty- Domestic Violence) goes into effect on June 10, 2004. Substitute Senate Bill 6384 adds a new section to RCW 10.99 that allows superior courts and courts of limited jurisdiction to impose a penalty assessment not to exceed $100 on any person convicted of a crime involving domestic violence. Revenue from the penalty assessment is to be used solely for establishing and funding domestic violence advocacy and domestic violence prevention and prosecution programs.

The new AR type uses a new BARS code (351.90.02). The funds are distributed 100% locally. You may want to add to your DCXT table a record for 351.90.02, sub-account 10.

A new code for the Create AR screen and a new BARS code have also been created for the Courts of Limited Jurisdiction.

The Person Description Codes section has been updated to include recent changes in Language/Interpreter Code information. The source for JIS language information including the langauge code, language name, alternate name, and country of origin is Ethnologue (www.ethnologue.com). The Ethnologue system of language identifiers, assigns a unique code to each of the known languages of the world. Language codes are added to JIS by AOC at the request of a court.

July 8, 2003

Because of legislative action, a new AR code SEC (Fine: Securities Violations) goes into effect on July 27, 2003. House Bill 1219, Chapter 288, Laws of 2003 amends RCW 43.320.110 by creating a securities prosecution fund. Fines for certain violations of the Securities Act (RCW 21.20) are to be paid into that fund.
 
The new AR type uses a new BARS code (386.89.04).The funds are distributed 100% to the new Securities Prosecution Fund Account (remit group sub-account 90). You may want to add to your DCXT table a record for 386.89.04 sub-account 90.
 
Starting July 27, line items for State Portion remittances (sub-account 40) on the Remittance Summary Report will be called "State PSEA 1" instead of "State Portion." (PSEA = Public Safety and Education Assessment.) The new name will distinguish this state remittance account from sub-account 50 (State PSEA 2) which is used by courts of limited jurisdiction. Courts of limited jurisdiction remit to both State PSEA 1 (sub-account 40) and State PSEA 2 (sub-account 50).

As of July 1, 2003, the amount for Tran Code 1120, tax warrant filing fee, will increase to $20.  This change was approved in 2002 by last year's Legislature:  SHB 1793.  The authority is 36.18.012 (10). 
Last year's 2002 release of JRS Version 2.05 included this amount change with an effective date of July 1, 2003.
 When this change takes effect on July 1,  Document Validation for 1120 will be enabled.  If you do not use Document Validation, you may want to change your Tran Code Local table (after July 1) to uncheck the Document Validation flag for Tran Code 1120. 
 There is a new BARS code to reflect the changed amount.  The BARS code is 341.29.04 and the splits are 99.88% local, 0.12% state.
You should add 341.29.04 to your DCXT table.  DCXT entries should include the following records.

● AP Type Codes displayed on the Check On Demand (CKD), Payable Update (PUP), and Unclaimed Property Processing (UCP) screens, and
● Unclaimed Property Exclusion Codes used on the Unclaimed Property Processing (UCP) screen.

December 16, 2002

On December 16, 2002, a new AR Type BKF (Jail Booking Fees) will be released. Use this AR Type for costs for photography and fingerprinting which are recouped from a convicted defendant. Use of this fee requires local procedures that ensure communication and an audit trail between the jail, the prosecutor, and the clerk's office. If the booking agency provides a document that specifies the amount of the booking fee, the clerk's office will be able to enter that document in SCOMIS and use the document as part of the audit trail. The BKF AR Type is associated with BARS Code 342.37.00. Distribution is 100% local. If you will be using the AR Type, you may want to add 342.37.00 to your DCXT table.

The State Codes section has been updated to include corrections to several Canadian province codes. Corrections were made to the following Canadian province codes:

Over the weekend of July 27, 2002, AOC programmatically corrected all JIS person records where the active mailing or residence address contained one of the above codes. Historical addresses were also corrected. When any of these codes were corrected, the Country code was set to CA (Canada). A report listing cases with persons who had address corrections resulting from this process was sent to the affected courts' primary print domain. For persons associated with juvenile referrals and detention episodes, the address correction listing was sent to the superior court where the JIS case resides.
A new code was added for the Canadian province of Nunavut (NU).
This section was also updated to include previously added codes for various US territories, possessions, and associations.

July 15, 2002

On July 15, 2002, a new AR Type JVD (Juvenile Diversion Fee) will be released. Counties that want to track post-adjudication diversion fee LFOs separately from other juvenile related LFOs may use this code. The new AR Type uses a new BARS Code 342.70.04. Distribution is 100% local. If you will be using the new AR Type, you may want to add this new BARS to your DCXT table. The following codes chapters in the online codebook are being updated: AR Types, BARS Cross Reference by AR, Chart of Accounts, DCXT. You may want to reprint these chapters. 1. Tran Code 1112

Because of legislative action, the maximum amount for Tran Code 1112 (Mandatory Arbitration Fee) is being increased as of 6/13/2002 to $220. The actual fee amount must be established by the local county legislative authority. The revenue is 100% local. No action on the DCXT table is necessary.

2. Tran Code 1120

Because of legislative action, the amount for 1120 (Tax Warrant Filing Fee) will increase to $20 on July 1, 2003. On that date Tran Code 1120 will begin using a new BARS code (341.29.04) to reflect the new amount and new distributions. The new distributions will be: 99.885% local and 0.115% state.

3. AR Type Code--DNA

Because of legislative action, a new AR code DNA (DNA Database Account Fee) goes into effect on July 1, 2002. The new $100 fee was created by Substitute House Bill 2468, Chapter 289, Laws of 2002. The fee is charged to adult convicted felons for collection of a biological sample as required under RCW 43.43.754. The new law indicates that the fee is a "court-ordered legal financial obligation as defined in RCW 9.94A.030, payable by the offender AFTER payment of all other legal financial obligations included in the sentence has been completed." This means that on the Create Account Receivable screen (CAR), the new DNA AR Type should be assigned a higher priority number than other LFOs so that it has a lower priority (Example: you may want to assign DNA LFOs to priority 79).

Please note that similar language about payment priority applies to incarceration costs as discussed in 9.94A.760(2). If you have a case where both a DNA fee and reimbursement of incarceration costs have been ordered, you may want to discuss with your local prosecutor the appropriate establishment of priorities on the Create AR screen (CAR).

The new DNA AR type uses a new BARS code (386.84.00). The funds are distributed 100% to a new state DNA Database Fund Account (Remit Group Sub-account 78). On or after July 1, 2002, you may want to add to your DCXT table a record for 386.84.00 sub-account 78.

On July 22, 2001, a new AR Type, TPS (Superior Court Traffic Penalty), will be released. This code implements new legislation (SSB 5309, Chapter 289, Laws of 2001) that mandates an additional $50 penalty for conviction of a criminal traffic violation under RCW Title 46. The new AR code uses existing BARS 351.91.00 (Other Superior Court Penalties). No action on DCXT is necessary. The following codes chapters in the online codebook are being updated: AR Types, BARS Cross Reference by AR. You may want to reprint these chapters.

This is a summary of the codes release:
● Because of legislative action, a new tran code 1112 (Fee-Mandatory Arbitration) is being added for filing a request for mandatory arbitration. The fee is not to exceed $120 and is established by the local county legislative authority.

● Courts that have a $15 Law Library amount will use new BARS 341.23.90 instead. The distribution is 17.41% local, 36.58% law library, and 46% state. Courts that use the $15 Law Library amount (S04, S06, S17, S27, S32) must add a DCXT record in JIS for 341.23.90. See the DCXT documentation.
WARNING! Because Tran Code 1175 is being end effective dated and recreated, in order to change its amount, the Document Validation field is being reset. If you do not use Document Validation for this code, you may want to go into the Tran Code Local table to turn off that flag after you install the 2.04 release.
● A new tran code 1527 is being added for a King County $10 fee for returning the originals of scanned documents after a two-year retention period. The fee is 100% local and uses BARS 341.34.00. The authority is King County Ordinance 13662.
The above changes are reflected in the following chapters of the online code manual: BARS Cross-Reference by Tran Code, Chart of Accounts, DCXT, Transaction Codes. As of November 15, 1999, a new AR code RCC (Reimbursement Collections Costs) replaces AR code COL (Collection Agency Costs). The new code can be used to collect reimbursement from obligors for all Collections Services costs, including Collection Agency Costs. RCC uses a new BARS code (338.19.00) which is 100% local. (COL had a 1.75% Crime Victim Program split.)
COL will be end effective dated (for new ARs) as of 11/22/99. It still will be valid, however, for existing ARs with the COL code.

August 2, 1999

The Order Type Codes have been updated to correct the case type and cause code valid for FPO (Foreign Protection Order). This code is only valid with case type CV and S2 cause DVP or HAR.

July 12, 1999

A new Order Type Code (FPO) has been added so that courts can process Foreign Protection Orders when Substitute Senate Bill 5134, the Foreign Protection order Full Faith and Credit Act, becomes effective on July 25, 1999. Please refer to the County Clerk's JASS Procedures Manual, JIS Case Processing section for more information. Also refer to the June 21, 1999 mailing cover letter to County Clerks.

July 1, 1999

The amount for Tran Code 1125 (Fee - Cert of Delinq Taxes Filing) is being changed to a variable amount between $2 and $5. The description of the Tran Code has been changed to Fee--Delinquent Taxes Certification/Appeal. 1125 is currently used for filing an application (by the County Treasurer) for judgment and services. This Tran code also can now be used for the $2 fee for appeal to Superior Court of an administrative action re lien foreclosure. Existing holders of certificates of delinquency must pay the clerk of the court $2 for each action brought before the court. Effective date for the amount change: 7/25/99.

Because of Legislative action, the amount for Tran Code 1140 (Fee--Jury Demand 12) is being changed from $100 to $250. Effective date for this change: 7/25/99.

Because of Legislative action, the amount for Tran Code 1150 (Fee--Jury Demand 6) is being changed from $50 to $125. Effective date for this change: 7/25/99.

Notes
The Legislature also increased the jury demand fee for changing from a six person to a 12-person jury. The fee is increasing from $50 to $125. Use 1150 to record this fee.

The Legislature added a fee of $50 for a six-person jury and $100 for a 12-person jury to be assessed against a criminal defendant upon conviction. You can use AR Type JFR to record these fees.

WARNING!
Because Tran Codes 1125, 1140, and 1150 had to be end effective dated and recreated, in order to change their amounts, the Document Validation field had to be reset. If you do not use Document Validation for any of these codes, you may want to go into the Tran Code Local table to turn off that flag.

Tran Code 1578 (Fee, Affidavit Filing, Juvenile) can now be used for Case Type 1. The name of the Tran code has been changed to Fee, Affidavit Filing,
Juvenile & Criminal.

New Tran Code 1111: Fee - Arbitration De Novo. Fee for filing a request for trial de novo of an arbitration award. The fee is not to exceed $250, but the amount is established by the county legislative authority. The fee was established by the Legislature (36.18.016(24)). Effective date for the new code is July 25, 1999. The amount is variable, up to $250. Vouchers are allowed.

The Tran code uses a new BARS Code: 341.34.01. The distribution is 100% local.
You may want to add a DCXT record for this new BARS code.

New Tran Code 1192: Fee - Non-Judicial Probate Document Filing. $2 fee for filing petition, written agreement or written memo in a non-judicial probate dispute. Use this code instead of 1191 (Fee-Non-Judicial Document Filing) for documents filed under RCW 36.18.012(8). Valid for case types 2, 3, 4. No case number required. JRS Vouchers are allowed. Uses existing BARS code 341.29.03.

No action is necessary in DCXT.

New Tran Code 1511: Fee - Court Appointed Special Advocate Program Court ordered Family Court Services fees for Court Appointed Special Advocate (CASA) program. Valid for Case Types 2, 3, 5, 7. New BARS code 345.10.03 (100% Local).

You may want to add a DCXT record for this BARS code.

New Tran Code 1521: Fee - Facilitator Copies Fees for copies sold by courthouse facilitator. Valid for all case types. Case number not required. New BARS code 341.65.03 (100% Local). You may want to add a DCXT record for this BARS code.

New Tran Code 1522: Fee - Facilitator Copies (Remote) Same as 1521, for use at remote site if any. Valid for all case types. Case number not required. New BARS code 341.65.05 (100% Local). You may want to add a DCXT record for this BARS code.

New Tran Code 1523: Fee - Facilitator Forms Fees for forms sold by courthouse facilitator. Valid for all case types. Case number not required. New BARS code 341.65.02 (100% Local). You may want to add a DCXT record for this BARS code.

New Tran Code 1524: Fee - Facilitator Forms (Remote) Same as 1523, for use at remote site if any. Valid for all case types. Case number not required. New BARS code 341.65.04 (100% Local). You may want to add a DCXT record for this BARS code.

New Tran Code 1526: Fee - Faulty Documents Fee for filing faulty documents. (King County ordinance allows $8 for each faulty document.) Valid for all case types. No case number required. Uses existing BARS code 341.34.00 (100% Local).

New Tran Code 1583: Reimbursement, Dept. of Ecology Funds reimbursed by the Dept. of Ecology for expenses incurred in Yakima County water rights case. BARS 334.03.11.

The above changes are reflected in the following chapters of the online code manual: BARS Cross-Reference by Tran Code, Chart of Accounts, DCXT, JRS Transaction Codes. You may want to reprint these chapters.

After you have completed installation of the new codes, you may want to use the Print Reports feature to print updated copies of your JRS Code Tables: Transaction Codes (Descriptions), Transaction Codes (Local), Transaction Cases, and Transaction Payments.

The BARS code for WRF was corrected in the AR Type chapter. The correct BARS code is 341.37.01.

November 30, 1998

The Case Types and Participant Types sections have been revised as part of the DV, Release 2 implementation.

November 16, 1998

Four new AR Type codes and BARS accounts were added as of November 16. These codes were added at the request of Kitsap County, and the authorities are local ordinances. Other counties can use the new codes if they have local authorities for equivalent Prosecutor's funds. All of the AR types are cost recoupments for the Prosecutor's office:

ANP Reimbursement - Anti-Profiteering Fund (357.50.01)
ASU Reimbursement - Special Assault Unit (351.80.04)
EXW Reimbursement - Expert Witness Fund (357.22.01)
PMI Reimbursement - Prosecutor (Miscellaneous) (369.90.04)

Note about EXW (Expert Witness Funds): Courts should normally use WFR (Witness Fees) for ARs for collection from convicted felons of local expenses paid to witnesses. Use EXW ONLY if you reimburse the Prosecutor's office for witness expenses and if you have a local ordinance supporting such reimbursement.

Distribution is 100% local for all the new codes.

November 9, 1998

A new section, Status Codes, is included in the on-line manual. This section lists codes displayed on the DCH/ICH screens (as well as on SNCI/CNCI). The JIS translation of various SCOMIS Completion, Docket, and Result Codes is included in this section.

October 5, 1998

AR Type PPD (Parent Payment/Detention Costs) has been changed from BARS 342.70.00 {Juvenile Services} to its own BARS code (342.70.01) so that counties can track these costs separately if necessary.

For PPD ARs created before 10/1/98, the BARS code will still be 342.70.00.
For PPD ARs created on or after 10/1/98, the BARS code will be 342.70.01.
DCXT records for 342.70.01 should be added on or after October 1.

The Participant Type Codes and Case Type Codes chapters have also been revised in the last several months to include new codes valid for District and Municipal Courts.

June 11, 1998

A new AR Type code (COL) and BARS account (357.29.00) are being added as of June 11 for collection agency service costs. The county can determine and charge an amount for collection service costs when a case goes into collection. A new AR can be added to any case that is currently in collections.

DCXT records should be added for the new BARS code on or after June 11. See the DCXT chapter in the code book.

To document this new AR Type code and new BARS, the following chapters were revised:

AR Type Codes, BARS Cross Reference by AR Types, Chart of Accounts, and DCXT.

The description of AR Type code AJD (Fine - Diversion) has been changed to fine/Fee - Diversion.

The following chapters have also been revised in the last several months:

Case Type codes - The MER cause code was removed from the Case Type/Cause Code/Participant Type table because cases with MER cause codes will no longer be initiated in JIS. The Court IDs chapter was updated to include new DISCIS courts and JASS implementation dates for superior courts. The LEA (Law Enforcement Agency) codes chapter is now available to superior courts. These codes are used in Document Indexing.

February 2, 1998

The Commands section has been updated to remove the old user security commands (USR/USRA/USR2/USR3/USR4/USRD) and to add the new user security commands (ATH/ATHA/ATHD/ATHX/PRFI). Also the command IOHB is added (Individual Order History Batch Print).

January 19, 1998

The Order and Relationship Codes have been updated to include a new order denial reason code (PR Petitioner request dismissal) and a new relationship code (CIC child in common).

October 27, 1997

The on-line JRS/JASS Codebook was updated October 27, 1997. These changes anticipate the codes changes that will take effect after you receive and install the upcoming new version of JRS/Win (Version 1.05).

The following changes will be effective after you install Version 1.05 of JRS/Win:

New Tran Code 1516: Fee - Parenting Class Fee collected for parenting classes for dissolution and paternity cases. Valid for Case Types 3 and 5. This Tran Code is being created for a local law in Chelan and Douglas Counties. Anyone who will be using this tran code should add a DCXT record for 347.10.00 (Coop Extension Services). (The BARS is already present on JASS. You can make this DCXT change at any time.)

New Tran Code 1578: Fee - Affidavit Filing - Juvenile
To receipt fees for writs of garnishment for juvenile cases. Valid for case types 7, 8. BARS 341.34.00 (100% County). This BARS should already be in your DCXT table, so no action is necessary

Tran Code 1230 (Sheriff's Fees - Adoption/Paternity) will be changed to Sheriff's Fees - Civil. 1230 will be valid for case types 2, 3, 5. The JASS BARS code for Tran Code 1230 will be corrected to 342.10.01 as of October 30. Be sure you have a DCXT record for this BARS. (Because 342.10.01 already exists on JASS, you can make this DCXT change at any time.)

Tran Code 1504 (Reimbursement-Guardian ad Litem) For technical reasons, a Case Number will be required for this tran code.

The following Tran Codes will be valid with the Voucher Payment Method:
1108 (Fee - Extension of Judgment)
1525 (Fee - NSF Check Charge)
1592 (Fee - Postage)

New Tran Code 1572 (Reimbursement-Witness Fees-Juvenile). MAY be used to record witness fee reimbursement for juvenile offender cases separately from witness fee reimbursements for adult criminal cases. Courts that plan to use 1572 should be sure to train staff to use existing tran code 1570 (Reimbursement-Witness Fees) for Case Type 1 only. Courts may choose to continue to use 1570 for both case types.

Both 1570 and 1572 will use the same BARS (334.01.20). No action is needed on the DCXT table.

Remember that the JRS changes will not take effect until you receive and install your new version of JRS.

October 20, 1997

New sections have been added to the Codes Manual. Order Codes, Relationship Codes, and Participant Type Codes are included because they are needed for DV case processing. LEA Codes are included because they are needed for the Document Indexing application. If you print these sections, you may want to create your own tabs to include in your code book.

October 13, 1997

The Commands section was updated to include the new Individual Case History screen (ICH) and the Individual Case History Batch Print screen (ICHB).

October 6, 1997

The Commands section was edited to indicate that Help is now available on the Superior Court Case Delete screen (SCCD).

The Journal Voucher Codes and Journal Voucher Definitions sections were updated to include Unclaimed Property codes.

The Court Identifications chapter was updated to include JASS implementation dates.

A new AR Type was added: EVA (Fee for Court Ordered Evaluations). To be used for "Safe to be at Large" evaluations and other court ordered evaluations. BARS is 342.33.03 with 100% distribution to the County. If you use local County codes on the Remittance Summary Report, add a DCXT record for 342.33.03.

A new AR Type was added: IDS (State Indigent Defense Recoupments). Use this AR Type when the Court of Appeals mandates indigent defense recoupments to be paid to the state Office of Public Defense. The amount is collected under a new BARS code (386.81.99) and distributed 100% to a new distribution account 87 - State Indigent Defense. If you use local County codes on the Remittance Summary Report, add a DCXT record for 386.81.99. The above AR Type changes are reflected in the following chapters of the online code manual: AR Type Codes, BARS Cross-Reference by AR Type, Chart of Accounts, DCXT.
