Judge Prochnau called the meeting to order at 8:00 a.m. Approval of Minutes
A motion was made and seconded to approve the minutes as presented for the Board meeting held on March 9, 2009. The motion passed. Executive Session
The Board adjourned to executive session to consider applications for certification and appeals of denials of certification.
Open Session
The Board reconvened in open session and took the following action.
Applications for Certification
(1) Individual motions were passed[1] for conditional approval* of each of the following applications for certification:
Bernine S. Hudosh (Judge Haberly abstained)
Gayle M. Villarreal
* Conditional approval is granted pending successful completion of the mandatory training and absent any intervening disqualifying events.
(2) A motion was made for approval of the application for certification as a professional guardian agency of Heaven Sent Guardianship Services. The motion passed.
(3) Individual motions were passed for denial of each of the following applications for certification, abstentions noted:

Appeals
(1) Regarding the Appeal from Denial of Certification of Jutta U. Mead, a motion was made to adopt the Findings of Fact, Conclusions of Law and Recommendation of the Appeals Panel, dated March 19, 2009, to affirm the denial of Ms. Mead’s application for certification as a professional guardian. The motion passed.
(2) Regarding the Appeal from Denial of Certification of Cynthia Kay Scobee, a motion was made to adopt the Findings of Fact, Conclusions of Law and Recommendation of the Appeals Panel, dated March 19, 2009, to affirm the denial of Ms. Scobee’s application for certification as a professional guardian. The motion passed. John Jardine abstained.
Chair Report
Judge Prochnau reported that she and Ms. Eckholm attended the Supreme Court En Banc April meeting to provide information about the Board’s responsibilities and recent efforts. The Justices were interested and asked informed questions about the certification and disciplinary process. Judge Prochnau also reported on her presentation at the well-attended Bridge Builders continuing education program.

Judge Prochnau adjourned the meeting at approximately 8:35 a.m.
