1.           Call to Order
Judge Wickham called the meeting to order at 8:05 a.m. 
 
2. Board Business
 
a. Approval of Minutes: The Board had no changes to the proposed minutes, but deferred approving the June 14, 2010 minutes until the September Board meeting.

 
b. Chair Report: Judge Wickham noted that Dr. Ruth Craven will be stepping down from the Board in September and that Dr. Craven recommended Barbara Cochrane. Dr. Craven said that Dr. Cochrane is a Director at the Center on Aging and works at the Seattle Cancer Care Alliance. She also served on the Advisory Group that developed the curriculum for the UWEO program and is familiar with its content. Dr. Craven highly recommended Dr. Cochrane. 
 
Judge Wickham also noted that John Jardine is stepping down from the Board and that CPGs have been encouraged to send in letters of interest. 
 
3. Committee Reports

a. Standards of Practice Committee. Jennifer Elias from the Attorney General’s Office presented the Agreement Regarding Discipline in CPGB No. 2007-025. Ms. Elias said that the complaint was filed based on the guardian’s failure to file declarations as required by an earlier agreement, PGB No. 1999-001. The sanction for this violation is that the guardian will be audited for the next 6 months to ensure that the guardian files declarations in all cases and the guardian will pay the Board $3000.00 in fees and costs. 
 
The Board asked a question about how the fees were calculated and Ms. Elias answered that they were calculated by adding together the fees charged to the Board by the Attorney General’s Office and by the hearing officer. There was also a question about why there was no letter of admonishment and whether there was any disciplinary sanction. Ms. Elias noted that the Board’s disciplinary regulations state that any remedy imposed by the Board, even if agreed to by the guardian, is a disciplinary sanction.
 
Executive Session
The Board adjourned to executive session to consider applications for certification. Copies of the applications and the application committee reports were provided to Board members prior to the meeting. The Board also considered the disciplinary matter. 

Open Session
The Board reconvened in open session and took the following action:
 
Action on Discipline: Motion made and seconded to approve the Agreement Regarding Discipline in CPGB No. 2007-025. [1]   Motion passed.

 
Action on Applications:  
Motion made and seconded for conditional approval of Ronald Baer, CPG#11233 for certification. The motion passed.
 
Motion made and seconded for conditional approval for certification of the following applicants:

The motion passed. 
 
Motion made and seconded to adopt the recommendation of the Application Committee and deny the application of Carole Fitchitt, CPG#11272 for certification. Motion failed. Motion made and seconded for conditional approval of Carole Fitchitt. Motion passed.
 
Motion made and seconded to approve the application of Emerald City Guardianship Services, CPGA #11249, the surrender of the certification of Angel Guardianship Services, CPGA #11076, the request for voluntary surrender of Scott Wyatt, CPG #10907, and the request for inactive status for Dorothy Mahar, CPG #4876. The motion passed.
 
Adjourn
Judge Wickham adjourned the meeting at approximately 9:00 am.
