Call to Order
Judge Kimberley Prochnau, Vice-Chair, called the meeting to order at 8:00 a.m. and asked for a roll call of all members participating in the teleconference. There were no visitors in attendance at the AOC Conference Room site.

Board Business

Applications Committee: Recommendations on Pending Applications

The Board scheduled this meeting to review recommendations of the Applications Committee on pending applications for certification as a professional guardian. At the June 27-28 Retreat, the Board directed the Applications Committee to make recommendations for conditional approval or disapproval on all pending applications so that applicants could be informed of their status prior to the enrollment deadline for the UWEO Guardianship Certificate Program. Applications that are conditionally approved are approved for certification conditioned upon completion of the UWEO Program and no intervening disqualifying events. 

Judge Prochnau asked Robin Balsam, Applications Committee Chair, to provide a summary of the Committee’s approach. Ms. Balsam explained that the Committee directed Staff to batch the 34 applications by conditional approval, disapproval and split vote, and provide the materials to the Board members sufficiently in advance of today’s meeting to facilitate discussion and vote. The Committee recommended disapproval for applications that did not meet the minimum qualifications specified in GR 23, and for those applications that did not contain sufficient information to assess minimum qualifications. Ms. Balsam expressed her appreciation to the Board members for reviewing the information in advance, and to her Committee members for their informed review. There being no further comments or questions, Judge Prochnau moved into Executive Session for consideration of the pending applications.

Executive Session
The Board convened in Executive Session at approximately 8:10 a.m. to consider the pending applications for certification as a professional guardian.

Open Session
The Board reconvened in Open Session at approximately 8:35 a.m. to vote on the pending applications. Ms. Balsam, Applicants Committee Chair, presented the applications for Board vote for conditional approval or disapproval.

Motions to conditionally approve the following applications were made and seconded for each application. The Board voted to conditionally approve the following applications, with abstentions noted. As Meeting Chair, Judge Prochnau did not vote.

After discussing the contents of the applicant notification letter, the Board directed Staff to forward the draft letters for conditional approval or disapproval to Judge Prochnau, Robin Balsam and Judge Van Deren for review and comment.

Adjourn
Judge Prochnau thanked the Board members and Staff and adjourned the meeting at approximately 8:50 a.m.
