Call to Order 

Judge Stilz opened the meeting and introductions were given.

 

The minutes were approved from the 9/26/03 meeting.

 

Policy Decisions on Data Dissemination

 

  1. DSHS – Glenn Baldwin
    Glenn Baldwin represented DSHS, the Division of Alcohol and Substance Abuse (DASA) in DASA’s request to waive JIS set-up fees for state certified alcohol treatment providers who evaluated defendants in courts of limited jurisdiction.

    Judge Wynne asked for an estimate of how many providers will be given access.  Mr. Baldwin responded that there are currently 526 treatment providers, but not all would be requesting access.  He estimated in the range of 400.  Judge Wynne asked for impact on AOC.  Brian Backus responded that it would be more contracts to manage, but that no staff would have to be added.

    Judge Heller and Judge Grosse voiced their concerns about policy implications.  Judge Grosse opined that this request should come from the District and Municipal Court Judges Association (DMCJA) instead of DASA.  This would support the argument that the fee should be waived because the treatment providers are doing the business of the courts.  Judge Stilz agreed.  John Bell and Judge Stilz said they would speak with Doug Haake of AOC. [Mr. Haake staffs DMCJA.]

    The following motion was made by Judge Wynne and seconded by Judge Stilz.  Upon receipt of a written request from the DMCJA, the set-up fee [currently $100.00] for access to level 30 JIS may be waived for Washington state certified alcohol treatment providers who are providing alcohol treatment evaluations for courts of limited jurisdictions.  

    The motion passed by majority vote.  Ms. Woods dissented.

    The agenda item regarding sealed juvenile dispositions was continued until next meeting.
