Judge Wynne opened the meeting and introductions were made.

The minutes from the 3/24/06 meeting were approved.

TEAM CHILD REQUEST
Anne Lee, Executive Director of Team Child requested that her organization be granted a fee waiver for JIS-LINK access.  She also requested that the organization have access to defendant’s case histories (DCH).  She had submitted a letter making this request and the Committee members had reviewed that letter.  Ms. Lee described her organization as providing a service to the courts in the representation of children involved with the juvenile court system.  Ms. Lee stated Team Child needs JIS Link to effectively represent their clients and to obtain documentation to assist in determining if their clients are re-offending.  Team Child is contractually obligated to provide summaries of this information to the state in order to continue funding. 

Barb Miner asked if Team Child also needed arrest and diversion information.  Ms. Lee stated this information was not needed.  Ms. Miner asked Kathy Kuriyama, Data Dissemination Manager of AOC if this information could be provided in a data dissemination request. Ms. Kuriyama stated it could.  Everyone agreed that this was the best way for Team Child to get this information because the DCH screen contains confidential identifiers.  Judge Stilz made a motion that the set-up fee be waived for Team Child, but the DCH screen should not be provided.  The motion was seconded and the vote was unanimous.

JIS CONTRACTS
Kathy Kuriyama prepared a summary of JIS contracts regarding exceptions and she stated she was here to answer any questions.  Barb Miner and Siri Woods asked that the summary also contain whether there was a fee waiver and what level of access the agency had.  Ms. Kuriyama agreed and Judge Wynne asked that she email that summary to the DD committee.   

RECENT FEDERAL LEGISLATION – Violence Against Women Act (VAWA)
Recent federal legislation concerning online access to protection orders was discussed.  John Bell indicated he was still researching this matter and would hopefully have a summary by the next meeting.  He had recently been informed that compliance may be linked to STOP Grant and other federal funding.
