Purpose: The proposal eliminates a conflict between sections (a) and (b) by clarifying that it is the court reporter, not a party, who is required to file the notice of filing of the report of proceedings.

The proposal also changes in several places the phrase “court reporter, or video transcriber, or authorized person” so that it more simply refers to “court reporter or authorized person.” This change merely recognizes that courts have been moving away from the use of video transcribers and that video transcribers are otherwise covered with the term “authorized person.”
