Impact if not Resolved: High
Impact Description:

Increased resources being devoted to rescheduling hearings and processing warrants/new charges.

Less efficient courtroom hearing sessions

Increased incarceration rates for missed court appearances and/or payment obligations.

Fewer defendants meeting the LFO requirements

Fewer victims receiving timely restitution payments

What is the Business Problem or Opportunity

Request automated text messaging and e-mail notifications be made available in the Odyssey Case Management System.

Default judgment, bench warrant, and additional court costs may result when appearance at a hearing is missed, depending on the type of case and the matter before set before the court. Failure to pay on legal financial obligations by a payment due date may result in a mandatory court appearance and/or additional collection efforts.

Courts that have implemented the Odyssey Case Management System have an opportunity to leverage technology to send out court-related reminders to case participants who opt-in to receive these notices. Reminder messages are commonplace in so many areas of our lives, e.g., doctor, dentist, financial institutions and credit card companies, etc. The same type of reminders would be a worthwhile to individuals being served by the courts.

Expected Benefit:

1. Reduce staff effort and time required to process warrants for failure to appear and the time and effort to reschedule hearings.

2. Improve court appearance rates.

3. Allow Courts to utilize the limited court space and time available for hearings more efficientlty by having fewer "no shows" during the hearing docket

4. Increase the instances of timely payments and reduce the need for additional collection efforts, e.g., garnishment.

5. Fewer defendants failing to pay their LFO, thus reducing the number of hearings required for non-compliance with court orders

Request Summary:

This request is to implement Odyssey's Text Message Reminders and Notifications feature for hearing and payment reminder services for Superior Courts using the Odyssey system. Training is also required for BA staff and local court users for customizing and using this feature.

Business Impacts:

Summary of Proposed Solution

The Administrative Office of the Courts (AOC) subject matter experts and training team would receive training from Tyler to implement the Text Message Reminders and Notifications feature.
