Impact Description:

A continued inablity to accomodate bar association, court partners and advocacy organizations' requests to incorporate eFiling places further access restrictions in a COVID environment.

Further delay in eFiling solutions that will encourage individual jurisdictions to implement various eFiling solutions with multiple vendors. This will have a negative impact on court users that are forced to use different systems with varying processes and levels of complexity depending on what court or court level they are filing in.

What is the Business Problem or Opportunity

We request to implement eFiling to take in documents and new cases into the Odyssey system.

A cost nuetral model for Superior Court eFiling is an attractive soluton for budget constrained counties.

An integrated eFiling solution that will file documents, create hearing sessions and manage the financial aspect of case creation.

An integrated eFiling solution that is currently planned to be incorporated into the CLJ-CMS (Odyssey).

Expected Benefit:

Improved customer services and access by eliminating requirement to file paper documents;

Improved judicial officer access and decision making;

Improved efficiencies using electronic workflows, work queues, digital signatures, etc.;

Reduced operational costs;

Increased productivity through automation of current paper-based processes;

Ability to handle increases in clerk workload without additional resources;

Eliminates a substantial amount of storage space currently required for paper documents

Standardization across counties and court levels; one eFiling vendor versus multiple vendors with systems of varied integration and user-interface complexities.

Eliminates collection efforts required by fax filings

eFiling has been long anticipated in many counties and requsted by the state bar association as well as judicial partners and advocacy groups. In the current COVID 19 environment, eFiling is a necessity in helping court staff in maintain social distancing and other measures required in many counties.

The following Odyssey DMS Superior Courts have submitted ITG Requests that were closed upon opening this request. The intent of this ITG Request is to combine those individual requests and meet their requirements with one request.

Request Summary:

Filings for the superior courts that implemented the Enterprise Justice (Odyssey) document management system average around 100,000 per year. These cases include: Adult Criminal, Civil, Domestic, Probate/Guardianship, Adoption/Parentage, Mental Illness/Alcohol, Juvenile Dependency, and Juvenile Offender. These superior courts still rely on a largely paper-based process in the Enterprise Justice document management system. Documents must be hand-delivered during standard court business hours and then manually processed by court personnel. This is inconvenient and expensive for the public and inefficient for the courts. The eFiling service requires nothing to be printed, physically stored, or transported to the courthouse. Electronic documents can be prepared and filed remotely from anywhere and at any time, making justice more accessible particularly for victims and working people. Additionally, eFiling provides better service to the public, greater efficiency in our courts, and supports the ability to continue conducting essential court business remotely during emergencies such as a pandemic. All of these benefits can substantially ease filing burdens.

Business Impacts:

This effort will have a direct positive impact on populations that file documents with the superior courts. It will provide a means of filing that would eliminate the need to physically drive to the courts and file paperwork with the county clerk. This would also have a direct and positive impact on how documents are received by reducing the need for document scanning and paper storage.

AOC would enable Tyler's eFiling service for superior courts that have implemented the Enterprise Justice Document Management system.

Tyler Technologies, the vendor that provides Enterprise Justice, offers an eFiling solution with a unique integration that provides a user-friendly, web-based, service for the public, and automated processing functions that improve operational efficiencies for the courts. The service also provides the ability for parties to electronically serve documents, providing additional convenience, and reducing the cost of litigation. AOC would enable this service for superior courts that implemented the Enterprise Justice Document Management system.
