Impact Description:

The Supreme Court will continue to rely on a single staff person to enter data and report status • The current system will not grow with the court's needs • Real time information contained in reports will not be available • The possibility of human error when creating reports manually • The possibility of human error when applying electronic signatures to opinions • Risks associated with circulating confidential documents broadly through email • No Microsoft Access Database developer on hand in the event of issues or system outages.

 


 

What is the Business Problem or Opportunity

The current, outdated and unsupported Supreme Court Access database used to track the circulation of opinions amongst the justices does not meet the needs of the Supreme Court. The Access database is not user friendly and all information is currently entered by only one staff person.  Information is provided to that staff person and they input it into the system.  If that person is out of the office, the information does not get entered, resulting in potentially inaccurate reports.  That single staff person is also the only one who can run reports. The current system also requires manual manipulation of the opinion tracking information and the use of other tracking spreadsheets and screen capture applications to create needed reports. The current system does not provide for consistent version control.  Electronic signatures are applied to opinions by a single person based on aggregate information from several emails without additional checks. The Supreme Court is requesting a new and more modern solution to meet the needs of those who rely on the Opinion Tracking, which includes the justices and the judicial administrative assistants. Features the Supreme Court would like include, but are not limited to, the ability of individual justices and/or judicial administrative assistants to enter data into the system, routing, tracking and the ability of any of the users to generate reports on the status of the circulation of Supreme Court opinions. In addition to modernizing the opinion tracking and reporting of status, the Supreme Court would like to use the system to track motions for reconsideration, possibly by pulling in data from the current OnBase motion for reconsideration workflow. The Court is also interested in adding more functionality and more robust reporting capabilities. This request will give the AOC the opportunity to prepare a complete business analysis to fully document the current process, identify gaps, and work with the Supreme Court to identify a proposed flow, which will assist the assigned Business Analyst to develop detailed business requirements. The technical teams will then be able to determine what solution would best meet the needs of the Court.

The change requested is to develop an all-in-one, automated, and modern solution that supports the tracking of circulating opinions from the time writing assignments are made to the filing of the opinion.

Summary of Proposed Solution

The AOC will replace Supreme Court Circulation application (SC Circ) with a more modern, highly secure and robust application, possibly web based application. The most obvious solution based on the high level requirements seems to be a Microsoft .NET Core web application with Microsoft SQL database however this can be evaluated further through more thorough options analysis during the project.

Additional Notes

The Appellate Court CLUG wants to document the following concerns to be taken into account during the Requirements Gathering and Design phases of this project.

1. Consider the integration with or adaptation of OnBase.

  • The Supreme Court is already using OnBase to create and review various documents.
  • The Justices are already familiar with OnBase
  • The Reporting functions for this project did not receive favorable reviews when demoed by the OnBase team for the Chief Justice and former Clerk. The CLUG believes the reporting in OnBase would be able to be modified to fit the court's needs.
  • The Justices do not need another password to remember.
  • If this results in a new application that integrates with OnBase, the Supreme Court Clerk fears that her office will be the office obligated to train the Justices on its functionality and usage as well as fielding any "trouble calls".

Since the project around ITG 252 has closed, ITG 1313 is the only ITG that is being worked on, so it #1 by default.
