Impact Description: |
Integration with a document library system and the ability to keep an all-digital court process is essential to court operations. We are neither prepared nor able to surrender our all-digital courtroom. Furthermore, it is not simply a matter losing technology enhancements and functionality. Each of our jurisdictions has made a significant investment in time and money in creating an all-digital process. Our local governments have not anticipated the loss of these programs and are not prepared to cover the costs associated to returning to a traditional, paper driven courtroom once we convert to the new CLJ CMS program.

What is the Business Problem or Opportunity |
We are requesting the following:
- Integration of OCourt product or similar program functionality with Enterprise Justice via the integration platform and,
- The integration platform be developed simultaneously with the CLJ CMS project.
The OCourt program was designed in 2013 in partnership with CodeSmart, Inc. (now Omiga Solutions) to develop a master calendaring system and electronic document library system that integrates with JIS.
OCourt allows remote signature capture and works in conjunction with the city's digital document storage system to create an all-digital court process. The OCourt e-forms are interactive with JIS, collapsible and the crowning achievement of the program. To date, OCourt has 67 electronic forms, most of which mirror the Washington state Pattern Forms. These functionalities and efficiencies are not available in the new CLJ CMS, Enterprise Justice. Currently 40 jurisdictions operate using OCourt.
In order to avoid losing our current functionality and the technology enhancements developed to eliminate stopgaps in the current JIS program, the courts using the OCourt program are requesting to have the integration developed in conjunction with the new CLJ CMS program.
The coronavirus pandemic has shown the importance of providing on-demand access to digital documents, the ability to capture electronic signatures, and the functionality of emailing court documents and orders to all court participants. OCourt has been a key component in providing these services to the communities we serve.
Despite its devastating impact to our local and global communities, the lessons learned from the coronavirus pandemic have dramatically increased access to justice, while reducing failures to appear. Because products, such as OCourt, are accessible on most smart devices individuals have gained greater accessibility to our courts.

The CLJ-CMS Project Steering Committee raised a concern regarding possible unmet capabilities by the Tyler suite of applications and the loss of specific business capabilities and efficiencies currently provided by locally implemented applications such as virtual/remote courts, real-time forms management and signatures, scheduling hearings by clients, financial collections, and access by various devices (smart phones, tablets, etc.). If these local capabilities are unmet by the Tyler applications, the courts will lose efficiencies that may result in manual workarounds and the need for additional staff resources.
Currently, 40 jurisdictions operate using one or more modules of the OCourts suite. OCourts has 67 electronic forms, most of which mirror the state's Pattern Forms. In order to avoid losing current functionality and the technology enhancements developed to eliminate stopgaps in the current JIS program, the courts using the OCourts program are requesting to integrate with the new Enterprise Integration Platform and External AOC API.
