What is the Business Problem or Opportunity

Transparent audit trail on check register for jurisdiction transfers performed manually by the courts. This would identity the jurisdiction initials of where the remittable money was transfered from and to. This process would mirror the bank transfer entries currently used on CKR in Superior Court. The "to" and "from" bank codes are identified on CKR. The jurisdiction tables are on the ORA screen which identifies the jurisdiction initials. This request is related to ITG #049 and necessary to provide auditability.

Request Summary:

This request seeks to establish a transparent audit trail on the Check Register (CKR) in the Judicial Information System (JIS). Courts of Limited Jurisdiction have a method of transferring monies from one jurisdiction to another jurisdiction on the CKR screen in JIS. But this process does not leave and audit trail. The original design of the CKR screen in June of 1989 did not intend to include this functionality but, over the course of time, the users have found that the ability to make miscellaneous adjustments originally designed for bank service charges, interest, investment earnings, etc., can also be useful in transferring funds from one jurisdiction to another jurisdiction. The only issue is that this activity leaves no trail. It consists of two individual and independent transactions. One transaction removes the funds from one jurisdiction and the second transaction adds the funds to one jurisdiction. The audit process sought under this request would identify the jurisdictions the remittable money was transferred from and to. The process should mirror the bank transfer entries currently used on CKR in Superior Courts.

Business Impacts:

This enhancement would provide a transparent audit trail for remittance transfer transactions. The enhancement would also reduce staff time required to troubleshoot issues with specific remittance transfers.

NOTE: This request will modify the CKR screen. Any jurisdictions using screen scraping applications that use the CKR screen will need to analyze the impact on their application.

Summary of Proposed Solution

The Administrative Office of the Courts (AOC) proposes to redesign the CKR screen for the Courts of Limited Jurisdiction to capture the "to" and "from" jurisdictions for these transactions. AOC will enhance JIS to store and display this information.

Proposed Solution

AOC proposes to redesign the CKR legacy application and screen to leave an audit trail for transfers between jurisdictions for Courts of Limited Jurisdiction only. AOC will create a new screen that will require entry of the "to" jurisdiction, store this jurisdiction, and display the "to" and "from" jurisdiction on the lower part of the screen under the cost fee code description.
