Impact Description: |
Currently DSHS is being fined for every day they do not meet the above mentioned required evaluation date. So far their fines have racked up into millions. They want to stop this as soon as possible.

What is the Business Problem or Opportunity |
DSHS needs court case data whenever a court orders an evaluation or restoration of a person's mental competency. If a court believes a mental disability may prevent a defendant from assisting in their own defense, the court will order an evaluation of the defendant's competency, during which time the criminal case is put on hold. If the defendant is found competent, they are returned to stand trial. If the person is deemed not competent, the court can order the defendant to receive services to restore competency.
The state is ordered to provide competency evaluations within 14 days and competency restoration services within seven days of court orders and is fined by the court when those deadlines are not met. Currently DSHS receives PDF copies in email from the courts, a few days after the court order. Because of the delays caused by the current process, DSHS wants to receive the details of these cases from AOC's EDR database.
|
Expected Benefit: |
DSHS will be able to provide competency evaluations within 14 days and competency restoration services within seven days of court orders and avoid fines by the court when those deadlines are not met. Automating the transfer of this infomration to DSHS through DX greatly reduces their manual (and error prone) work of going through PDF copies currently they receive in email from the courts, and in a timely manner.
|
Any Additional Information: |
AOC's ISD Leadership has been in conversation with DSHS about this. Only yesterday (4/15/2025) we received the business requirements for this effort.
