Impact Description:

If criminal data is not transferred to WSP from JIS, for example, the risk is that a sex offender may pass a background check and become employed in a school, or if data is incorrect an innocent person may be denied employment if crossed with the wrong record. This also has downstream impacts to the FBI, DSHS, Law Enforcement Agencies, etc.

What is the Business Problem or Opportunity

The Washington State Auditor's recent audit of WASIS and JIS data showed that some criminal data is not making it from JIS to WASIS. This project corrects the current state and makes improvements in the future state. Impact to the statewide criminal background check data.

The first phase of this project confirms initial business and technical WASIS Data Transfer Requirements, develops a Data Quality Plan in coordination with Washington State Patrol and Data Quality Reports in the current state. It includes a Data Cleanup Plan to correct known cases that should have transferred from JIS to WSP that failed transfer. The second phase of the project validates the future state for future landscape, future data quality considerations and routines related to the transfer of criminal data to WSP, to ensure good quality information ensures good statewide background check data.

Expected Benefit:

Better statewide criminal data and data quality partnership between the court systems and the WASIS background check data. Improvement of criminal history information. Risk mitigation for society.

There is a measurable cost to the State of Washington that has been documented by DSHS as the downstream result this data issue between AOC and WSP.
