Recommended Endorser:
District and Municipal Court Management Association
Request Type: Change or Enhancement
Which Systems are affected? Judicial Information System (JIS)
Business Area: Plea and Sentencing
Communities Impacted: CLJ Judges
CLJ Managers
Impact if not Resolved: High
What is the Business Problem or Opportunity

CLJs use the Case Review Report to identify cases to review for compliance with specific conditions of sentence.

Excluding warrant cases from the Case Review Reports would allow CLJs to prioritize the review of active cases.

A significant portion of CLJs do not review for compliance if the case has an warrant -- an indication that the defendant is currently out of compliance with at least one condition of sentence.

Allowing court users to exclude warrant cases from appearing on this report (or, at a minimum, including a warrant flag on the printed report) will provide immediate benefit to CLJs.

Expected Benefit:

Excluding warrant cases or providing a warrant indicator provides numerous benefits:

  • Increases flexibility by allowing each court to determine the cases to be reviewed
  • Allows courts to give priority to active non-warant cases
  • Provides for more efficient use of the increasingly scarce staff resources

Request Summary:

This request is for an enhancement to the selection criteria available on the Case Review Report. The customers wish to add the ability to exclude warrant cases from the Case Review Reports when they order the report. This request does not seek to remove the ability of courts to run the report with cases with warrants included.

Business Impacts:

This enhancement would allow Courts of Limited Jurisdiction (CLJs) to prioritize the review of active cases. A significant portion of CLJs do not review compliance if a case has a warrant. Adding the selection criteria for excluding cases with a warrant would allow customers to align the data produced on the Case Review Report with their business process. The enhancement will also:

· Increase flexibility by allowing each court to determine the cases to be reviewed

· Allow courts to give priority to active non-warrant cases

· Provide for more efficient use of the increasingly scarce staff resources

Summary of Proposed Solution

An option would be added to allow courts to run Case Review Reports excluding cases with warrants. Courts would continue to be able to generate reports that include cases with warrants.

Proposed Solution

This enhancement would be implemented by modifying the existing screen.

Endorser’s Explanation and Comments

The DMCMA endorsement group agreed that we would like to return this request for AOC analysis to determine the cost to create a column on CRS report that indicates the warrant status for each case.

This is different than the first request to add an option to the reporting selection that allows the user to exclude cases with active bench warrants from the CRS report.
