Impact Description:

Court users will continue to enter a generic party on EFC cases when the Parent party information is not provided.

What is the Business Problem or Opportunity

Issue/Background:

The Extended Foster Care-Dependency (EFC) case type provides a DEP Dependency youth the ability to continue to receive foster care services after age 18. These cases are filed by, or on behalf of, the non-minor dependent and are not tracked in JCS.

Currently the EFC case type requires a connection code of Parent (WIPPAR) and Dependent (WIPDEP). During cause code migration from DEP to EFC, the Parent party information is available and retained on the EFC case. However, when an EFC case is filed (without cause code migration), the Parent party information may not be available or included in the petitioning documents. Further, because the Dependent is over the age of 18, the Parent may not be a party to the action.

Proposed Resolution

Modify the EFC Extended Foster Care-Dependency case type to allow but not require the Parent connection code when that information is not provided.

Resolution Approval

Odyssey Court User Work Group (CUWG) approved the modification to allow but not require the Parent connection code when that information is not provided.

Impact of Proposed Resolution

Modification in: JIS person database, Person Business Rule 1.40, Odyssey CBR 9751 and/or CBR 10189.

Expected Benefit:

Users would be able to efficiently process the requisite case management tasks without being blocked by an error message.

When a connection code of Parent is not available or included in the petitioning documents, court users must enter a generic party, e.g. "Unknown" or "Jane Doe," in order to create/add the case. Modifying this requirement in JIS to allow but not require a Parent party, will remove this incorrect data practice.

Currently those are Well-Identified Party Dependent (WIPDEP) and Well-Identified Party Parent (WIPPAR). This request is to modify current specifications and configuration that would modify the WIPPAR connection to be allowed, but no longer required.

Summary of Proposed Solution

The Administrative Office of the Courts would create a new connection code of WIPEFC (Well-Identified Extended Foster Care) to replace the current required connection code of WIPPAR on the Extended Foster Care cause of action. Current JIS specifications and Odyssey configuration would be modified to require WIPDEP and WIPEFC on the EFC cause of action. The WIPPAR participant would be allowed, but no longer required.
