Business Area: Court Case Management

County Clerks
Superior Court Administrators
Family and Juvenile Law Judges
Juvenile Court Administrators
Public and Other Users
Impact if not Resolved: High
Impact Description:

Continued inability by the Kitsap County Clerk to accommodate e-filing as requested by our bar.

We held off developing anything that would then have to be changed to work with Odyssey (and Odyssey tweaked to accommodate whatever we had). I promised the Bar that e-filing would be coming with the new system, which we implemented 2 years ago. To date they are still waiting.

What is the Business Problem or Opportunity

We request that we be allowed to work with Tyler and AOC to implement e-filing and e-commerce to take in documents and new cases into the Odyssey system.

We have spoken with Tyler and understand there will be little impact on our IT staff or budget. We are hoping that the experience with Snohomish County will reduce the impact on AOC and Tyler to implement e-filing here in Kitsap.

We have the full support of our bench in this request.

Expected Benefit:

Improved customer services and access by eliminating requirement to file paper documents;

Improved judicial officer access and decision making;

Improved efficiencies using electronic workflows, work queues, digital signatures, etc.;

Reduced operational costs;

Increased productivity through automation of current paper-based processes;

Ability to handle increases in Clerk workload without additional resources;

Eliminates a substantial amount of storage space currently required for paper documents

Standardization and compatibility of software; one vendor versus separate e-filing vendor.

Eliminates collection efforts required by fax filings

Any Additional Information:

E-filing has been long anticipated here. The Bar will welcome it. It will open up e-filing to the public and I believe it will eventually make less work and a better record.
