What is the Business Problem or Opportunity |
Change the system to allow FTA's to issue even if the AR is zero. FTA's are not always issued because of a delinquent balance, such as in a case where it is due to an actual failure to appear.

Expected Benefit: |
This scenario happens regularly: A person fails to appear for a criminal hearing, bail is forfeited, and a warrant and FTA are issued. However, because the AR was cleared when the bail was forfeited the FTA won't go to DOL and it appears on the exception report. The only remedy is to create a "fake" AR of $1 to allow the FTA to go.

This request seeks to change the Judicial Information System (JIS) to allow a Failure to Appear (FTA) to issue even when the Account Receivable (AR) is zero. This would allow courts to issue FTAs without performing a workaround of creating a "fake" AR of $1 when the balance is zero. |

Summary of Proposed Solution |
The Administrative Office of the Courts (AOC) would enhance the Judicial Information System (JIS) to allow FTAs to issue when there is a zero balance on the AR for the case. AOC has determined that the requirement for the current functionality originally derived from the Department of Licensing's (DOL) FTA process. As part of the analysis, AOC has discussed this request with DOL and verified that the DOL FTA process no longer requires an amount due of greater than zero for an FTA to process correctly.

Proposed Solution |
AOC would enhance JIS to allow FTAs to issue when there is a zero balance for the case. The courts will be able to: (a) Order an FTA, (b) Issue an FTA automatically, or (3) Issue an FTA manually for a case with no accounts receivable.
