What is the Business Problem or Opportunity |
In a letter dated Mar 28, 2011, Spokane Municipal Court asked JISC to review and approve an automated court records system that they are planning to implement. The court is in negotiations to purchase licenses for New Dawn Technologies' JustWare application. In the letter, Spokane Municipal Court indicated that New Dawn has assured them that JustWare "...will bridge seamlessly with JIS to push and pull information from JIS without the need for additional data-entry."
The JISC has not acted upon the request for approval as of the date this request has been entered into the ITG Portal. AOC is initiating this request in order to analyze and size the effort required on the part of AOC to provide the capability to accept into JIS the statutorily required data from Spokane Municipal Court in the event they do implement the new system.

Expected Benefit: |
AOC is required to make certain case data from all courts available on a state-wide basis. This enhancement would allow information from the Spokane Municipal Court's new system to be made available to all JIS users.

Business Impacts: |
This enhancement would provide the same service level to Spokane Municipal Court as AOC currently provides to Seattle Municipal Court. The service is provided by the Non-JIS Court Case Import program (refer to Detailed Discussion section of this analysis). This program currently imports criminal and domestic violence related case and person information for active and closed cases. It satisfies the requirements of transferring the minimum amount of data required for the statewide judicial database. |

The Administrative Office of the Courts (AOC) proposes to use the current Non-JIS Court Case Import into a new JIS court name established for Spokane's JustWare data. This would mean that Spokane would continue to use the JIS court name SPM for the cases it is managing in JIS. However, a new JIS court name would be established for its cases managed in JustWare. AOC would load the JustWare cases into the JIS inactive tables in the same manner as the information from Seattle Municipal Court. For reporting from the Data Warehouse, information from both JIS court names would be combined.
It is important to note that this would be provided as an interim solution. AOC would broaden the scope of IT Governance Request 027 to expand the transfer of case data to include both Seattle Municipal Court's case management system and Spokane's JustWare system. |
