Data Exchange
The goal of the Data Exchange project is to enable real time data sharing among courts, criminal justice partner agencies and the public.
The project involves three major components:
- Building the Foundation
AOC will acquire an Enterprise Service Bus (ESB) to handle exchanges of information among disparate systems including the components of the JIS and systems in state and local government criminal justice partner agencies.
An ESB is software that includes a set of server, development and management tools that will allow AOC to efficiently manage, build and deploy services across its enterprise.
- "Service Enabling" Existing JIS Applications
AOC plans to purchase a commercial off the shelf (COTS) core case management system to replace the existing JIS systems for trial courts. As part of this effort, AOC is developing a bridging implementation strategy for the transition that will allow the incremental rollout of the new core case management applications to local courts while maintaining the integrity of the existing JIS systems.
In order to do this, AOC must "service enable" a large portion of the existing systems to allow the bi-directional interchanges between the old and new systems. This will be done via data exchanges, between the new and old case management systems, running through the ESB.
- Data Exchanges
In addition to the exchanges between the new and old case management systems, AOC will roll out two different types of customer-focused exchanges. All exchanges will use the ESB:
Generic Exchanges
AOC will produce a set data exchanges accessible by courts and criminal justice partners. These generic exchanges will provide our partners with a core set of building blocks to assist in their integration efforts.
Planned Generic Exchanges Include:
- Basic Case Information by Case Number
- Persons by Name
- Cases by Name
- Cases by Bar Number
- Full Defendant Case History
Custom Exchanges and Integration Efforts
AOC will build custom exchanges with partners to fully integrate their systems with ours. Many of these types of exchanges will be bi-directional and will involve multiple agency partners.
AOC has completed a number of custom exchanges and will begin integrating them into our ESB upon deployment. Some pilots include:
- Juvenile data exchange with Spokane & Benton counties
- Justice Information Network Data Exchange (JINDEX) exchanges with state and local criminal justice agencies.
- e-Citation transmission of electronic traffic tickets to the courts
- Secretary of State Voter Registration transmission of felony convictions and certificates of discharge (complete)
- Transfer of dispositions in criminal cases to the Washington State Patrol WSP (complete)
- e-Filing authentication service to support GR 30.5 Authentication of Electronic Documents requirements (complete)
Additional custom exchanges will be planned after the ESB is deployed in June 2006.
Benefits include:
- Eliminate duplicate data entry in the courts and improve productivity.
- Improve data integrity.
- Lower cost of data integration by providing a dedicated pool of integration resources that are shared across exchanges (i.e., security, logging, person, cases).
- Eliminate manual processes used to transform data for transmission between agencies and courts.
- Improve time-to-market for new applications by allowing the integration of diverse new applications.
